Background

The "Promotion of Opportunities for Women’s Economic Empowerment" (POWER) project aims to increase the capacities of staff from the General Peoples' Committee for Social Affairs (GPCSA) through the development and pilot testing of an innovative (quality centered, gender relevant and labor market responsive) technical training program for gender economic empowerment in a way that contributes to the achievement of the Millennium Development Goals.  The project will improve the technical capacity of the General Peoples’ Committee for Social Affairs staff and other key stakeholders within the government and civil society in advocating economic empowerment of women; hosting relevant seminars; and acting as local focal points in the Shabiyaat (municipalities) for women’s economic empowerment.

The primary activity of the project is to prepare a Socio-economic Needs Assessment Report (NAR), in conjunction with a local consultant, to identify and map interventions for the economic empowerment of women.  The preparation of the NAR will be followed by a series of UNDP/ILO training workshops for GPCSA staff, that will use the ILO accredited “Start Your Own Business” Training Package.  The NAR will be an integral part in informing the ILO training.

Duties and Responsibilities

The consultant will be expected to produce a Socio-economic Needs Assessment Report that will provide inputs into the training modules/guides to be utilized under the project’s outputs, specifically the ILO training workshop. 

The NAR Consultant responsibilities will include:

  1. Participation in extensive discussions with the Project Team to develop a detailed capacity needs’ assessment work plan.
  2. Supporting the National Project Coordinator (NPC) in establishing what capacity needs requirements are and which ones could be addressed through training.
  3. Under the guidance of the NPC:
  • Conducting discussions/consultations/interviews with relevant stakeholders
  • Collecting socio-economic data and identifing & maping economic opportunities and entitlements open to women at the national level.
  • Defining priorities for Women Economic Empowerment to be considered
  • Identifing potential support mechanisms (opportunities) through which the training modalities will affect different stakeholders
  • In consultation with an ILO Master trainer, contribute to the analysis of the assessment results and develop an action plan/training outline for the strengthening of capacities of GPCSA staff

Competencies

  • A sound knowledge of the current theory and practice of socio-economic impact assessment.
  • A sound knowledge of gender related issues and challenges in the region.
  • Extensive international experience in assessing capacity needs/training needs, the design and adaptation of training materials and the training of trainers.
  • Experience in management and marketing of business training and the design and use of monitoring and   evaluation systems and other management tools.
  • Proven ability to meet strict deadlines 
  • General knowledge of ,and strong commitment to, gender equality and women's empowerment

Required Skills and Experience

  • Advanced University degree in a business related discipline.
  • The candidate will have a minimum of 5 to7 years experience in assessing capacity needs/training needs
  • Prior experience working with the United Nations and in developing countries an asset
  • Fluency (both verbal and written) in Arabic.  Knowledge of English is an asset
