Background

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (SCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties. Under the framework of a project, UNDP and GSSCPD engage experts to support national institutions to fulfil their strategic planning role and mandate. 

Within this context, the GSSCPD and UNDP strive to enhance the capacity of the Kuwait Awqaf Public Foundation (KAPF) to better manage its real estate’s recourses and investments.

 
KAPF plays a significant role in the development of society through expending the proceeds of “awqaf” (endowments) to the benefit of the people, while meeting the Donors’ conditions and the legitimate purposes of the endowments. The KAPF Resources Development & Investment Sector continued its quest in 2009 and 2010 to develop the endowments resources and to open new horizons to work on diversifying the ways and areas of this activity, as well as expanding its scope in order to ensure the economic growth of the endowments assets and broaden their resources by employing the available resources in revenue-generating investments on a continuous and uninterrupted basis.

The Real estate investment is the backbone of the endowments resources. KAPF real estate department is currently embarking on 3 major constructions projects, namely:

Reconstructing the Waqf real estate portfolio:

A KWD 22 million project, which aims to ensure the sustainability KAPF’s real estate portfolio through a full assessment of its current portfolio, estimation of the value of its assets and the best approaches to reconstruct it. The Department of Real Estate Investment has conducted a survey of the assets of the portfolio and assessed the remaining assets whose income have slipped so that it could be possible to decide on those to be demolished, and what are the best ways to invest in new ones.

Construction of KAPF new headquarters:

A KWD 31 million project, designed by the “Bonyan Engineering Consultative Office”. The project consists of three basements and nine floors covering an area of 30,000 sqm. The design has been initially completed. The fourth phase and the internal furnishing are currently in process. The tender floating will soon follow. 

Developing the Awqaf Complex:

A KWD 3 million project which aims to develop and expand the Awqaf commercial complex, built in 1980. The project is currently being designed by the “Gulf Consultants” office; and will include restoring some constructional elements in the lower floors of the building, improving and developing the service systems, the internal design covering the basement up to the second floor, and the distributors of floors in the upper floors. Works will also include building a new expansion inside the current plot in order to optimally utilize the allowable area of building.

The GSSCPD and UNDP are seeking to recruit an expert in civil engineering project manager (PM), to ensure the full efficient and effective implementation of those projects, and to support the enhancement of the administrative and human capacity of the real estate sector at KAPF to be able to oversee the management of future similar projects.

Duties and Responsibilities

Technical Support and Project Management

  • Management of the  day to day implementation operations of the constructions projects in alignment with the local rules and regulations, including, but not excluded to, preparation of internal annual work plans,  schedules and timetables, monitoring and updating plans in cooperation with the beneficiary, as well as requesting data for timely reporting;
  • Provide recommendations to the beneficiary on project management and oversight;
  • Conduct budget planning and management for the Project Operations in line with the approved project work plan (calculating expenses and comparing them with the monthly balance in order to estimate profit and loss).
  • Undertake regular field visits to the constructions sites.
  • Oversee the establishment of effective monitoring and evaluation frameworks to measure project success, manage and monitor project risks and to provide updates on mitigation measures;
  • Arrange and divide the work according to priorities in the light of time schedule of the project.
  • Develop functional organizational chart with a clearly defined tasks;
  • Develop execution plans for checking the designs to assess their suitability to execution, methods of execution and the resources required for these works.
  • Enhance methods of supervising (coordinating subcontractors, reviewing their productivity and setting methods and time schedule for executing them, highlighting points of weakness and strength of each party, reviewing their reports and monitoring their time schedules.
  • Set a timetable to assess the volume of labor required for the works on a daily basis and to follow up this process through daily reports issued by the executive staff; and to recommend any amendment to the timetable.
  • Ensure quality control through revision, supervision and scrutiny of all materials and equipment to be supplied, and checking qualities through relevant tests, and most importantly, to monitor the timing of supplies before it is overdue.
  • Verify the designs related to the following: Constructional designs; Documents reliability; Coordination between electro-technical services; Coordinating the structural, architectural and electromechanical planning (responsibility should be in the hands the designing consultant); Reviewing and confirming the parameters structural designing and the hypotheses being adopted for building analysis; Reviewing the issues of the structural report and their adaptability to the structural analysis; Getting ensured of the concrete and constructional works; Reviewing the specials case included in the contract; Reviewing quantity tables and getting ensured of the titles and quantities of constructional works (IB);
  • Scrutinize all specifications to ascertain their suitability to the following: All tenders included in the consultant's charts; Getting ensured of all the procedures related to the tenders;
  • Mentioning three sources for materials and vendors.

Human Resources Management:

  • Assess the technical capacity of the relevant departments at KAPF and recommend best approaches to enhance it, in line with the international best practices;
  • Develop an executable action plan to develop the capacity of the department’s technical staff in constructions project management and on the implementation of the PM&E framework;
  • Oversee project-related recruitment  in accordance with local rules and regulations;
  • Prepare supporting documents, including request forms, Terms of Reference (TOR), and inter-office memoranda.
  • Preparation of documents needed for Contracts, Assets and Procurement, if required.

Reporting:

  • Prepare monthly and financial Progress Reports;
  • Prepare financial statements of commitment and disbursement;
  • Prepare End of Project Lessons Learned Report; Other reports, as required.

Deliverables:

  • Needs assessment report, with recommendations for the capacity building of the relevant KAPF departments submitted;
  • Annual work plan for the KAPF real estate investment department developed and implemented;
  • Annual work plans for each construction project developed and implemented;
  • PM&E framework guidelines manual developed, and staff training on implementing it conducted;
  • Technical training plan for the relevant staff developed and implemented;
  • Reports, specified in the reports section above, submitted and approved by the beneficiary;
  • Monthly progress and financial reports and final report with recommendations for the way forward, approved by the beneficiary.

Required Skills and Experience

Education:

  • BSc degree from a recognized university in Civil Engineering, Architecture, Building or Construction Management;
  • Certified PMP or Prince2 project manager is an advantage.

Experience: 

  • A minimum of 15 years’ experience in construction for medium to large-scale buildings;
  • Construction management, including cost assessment, budget, efficiency, risk, staff, as well as quality assurance and safety management;
  • Experience in Knowledge sharing, capacity development and training;
  • Experience in managing engineering projects at all stages in terms of preparing the feasibility study, designing;supervising execution, maintenance, internal furnishing and following up timetables
  • Experience in preparing TORs and contracts;
  • Experience in working collaboratively in a team structure in a multicultural environment;
  • Ability to operate project management-related software (e.g., MS Project and Excel) and systems (e.g., Atlas).

Language Requirements:

  • Fluency in written and spoken Arabic and English.

Type of Consultancy:

GSSCPD Contract, Kuwaiti National Preferred.

Duration:

  • 6 months, with possibility of extension.

Note:

  • The Consultant will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • There will be a possibility of extension upon end of contract;
