The Government of The State of Kuwait and UNDP are keen to enhance the planning function of the State in order to ensure the optimal use and best distribution of available resources to support social and economic progress thereby leading to improved economic growth and enhanced quality of life of its citizens.

The General Secretariat of the Supreme Council for Planning and Development (GSSCPD), the lead national agency for strategic planning and development, was responsible for formulating the 2035 vision for the state and the strategic development objectives of the Mid-Range Development Plan (MRDP) which was endorsed by the National Assembly in 2010, and is in the process of developing the 2015-2018 MRDP.

The GSSCPD is accordingly working to ensure a conducive environment for the implementation of the interventions and programmes envisaged in the MRDP. In order to achieve these goals the strategic planning capacity of GSSCPD must be developed to enable them to direct the planning priorities of the MRDP.

Within this context, UNDP and GSSCPD – Planning Sector are seeking to recruit an expert in strategic planning to improve the capacity of the GSSCPD and to develop and guide the implementation of its strategic plan.

Duties and Responsibilities

  • Assess the planning capacities and process at GSSCPD and recommend ways to advance it in line with the international best practices in the field;
  • Develop the strategic plan of the GSSCPD;
  • Develop an organizational balanced scorecard and performance indicators to align the GSSCPD performance with the identified strategic priorities;
  • Develop a standard operating procedures and guide for the GSSCPD strategic plan;
  • Develop and support the implementation of a training plan for the GSSCPD relevant staff to enhance their knowledge and skills in strategic planning.

Deliverables:

  • Assessment report on the planning capacities and process at GSSCPD submitted;
  • GSSCPD’s strategic plan, action plan developed;
  • The organizational balanced scorecard developed and implemented;
  • Guidelines manual for implementation, monitoring and evaluation developed;
  • Technical training plan developed and implemented;
  • Monthly progress reports submitted and approved by GSSCPD;
  • Final report with recommendations for future actions submitted.

Required Skills and Experience

Education:

  • Postgraduate degree in development planning or public administration & organizational development.

Experience:

  • Minimum of 10 years of proven practical experience in strategic planning; 
  • Experience in working with government institutions, in GCC countries/Arab region and UN, is an added advantage;
  • Ability to determine the chronological age of the Strategic Plan;
  • Experience in developing programmes and initiatives;
  • Experience in developing implementation mechanisms for proposed projects;
  • Experience in developing performance indicators;
  • Experience with governmental and privet sector projects Is an advantage.

Language Requirements:

  • Written and spoken proficiency in both Arabic and English are required.

Time Frame:

  • 3-4 monthswith a possibility of extension.

Note:

  • The Consultant will be on a governmental contract administered by the General Secretariat of the Supreme Council for Planning and Development;
  • There will be a possibility of extension upon end of contract.
