The United Nations in Uganda launched the UN Delivering as One (DaO) initiative in 2012.  The aim of this initiative is to make the UN better coordinated, more efficient and effective in responding to the development needs of Ugandans. The five pillars of the initiative are One Leader, One Programme, Operating as One, Communicating as One, and One Budget framework.
Delivering as One has taken root at both the national level and in the three regional UN Coordination Areas led by the UN Areas Coordinators (UNACs) for Northern Uganda based in Gulu; Karamoja Sub-region based in Moroto and South Western Sub-region based in Mbarara. The UNACs are usually the most senior head of a UN agency field office in a region is responsible for coordinating all UN interventions in their area.
In October 2013 the UNCT decided to take further measures to accelerate the achievement of UNDAF results as articulated in the Action Plan by 2015.

The UNCT decided to refocus attention on three convergence result areas for the remaining period of the UNDAF as follows:

  • Gender Equality, Women Empowerment and Gender Based Violence;
  • Maternal and New-born Health;
  • Youth Engagement and Employment.

The country team decided to focus on these areas of convergence of actions by as many UN agencies as possible on ‘game changers’ – interventions where the UN system agencies would work innovatively and collectively to make a significant difference in attainment of results that are attainable by the end of 2015.
The country team recommitted to have a special focus on Northern Uganda and to support, in a more coordinated manner than before, Government efforts to rebuild and re-launch development in the region after experiencing over two decades of conflict, and to improve the region’s low level of socio-economic and human development compared with other parts of the country.

Purpose and justification

The main interventions of the UN for the benefit of Ugandans are taking place at the grassroots coordinated by the UN Areas Coordinators (UNACs) for Northern Uganda based in Gulu; Karamoja Sub-region based in Moroto and South Western Sub-region based in Mbarara.
The UNAC usually the most senior head of a UN agency field office in a region is responsible for  coordinating UN interventions spear headed through the UN Convergence result areas groups in that area.

Video documentaries for each of the three UN Coordination Areas will help demonstrate how UN is Delivering as One with a focus on the three convergence result areas to a wide range of stakeholders including local governments, the central government, civil society implementing partners, development partners and donors.

Duties and Responsibilities

Scope of work:

The selected consultant will be required to travel to the three UN Area Coordination field offices and assist the UN Team there to tell their story of UN Delivering as One focus on the three UN convergence result areas within their area through a video documentary. The UN teams in the sub-regions have already developed story lines and the consultant will meet with the UNAC and the UN Team in the sub-regions and agree on how best to tell their story through a video documentary and film the documentary for them.
The consultant will visit homes and institutions through which community members receive services such as schools, health centres, sub-county offices etc. A strong focus will be on human interest stories of ordinary people showing how UN DaO initiatives particularly in the convergence result areas have impacted positively in their lives.
The consultant is expected to spend not more than 5 working days filming in each of the three UN coordination areas and 3 working days with UN staff and partners in Kampala, with another 7 working days editing the videos.

Expected Output and Deliverables:

The consultant is expected to produce both short and long versions of documentaries for each of the three sub- regions. The long documentaries are expected to be not more than 15 minutes long and the short documentaries are expected to be not more than 5 minutes long are a meant to be uploaded on the UN Uganda website and shared on line.

Based on the footage from the three UN coordination areas and interviews with UN staff and development partners in Kampala the consultant is also expected to produce general documentary on UN Delivering as One in Uganda both documentary version of not more than 15 minutes and short version of not more than 5 minutes.

Documentary Formant:

  • All Submissions must be on CD/DVD formats (5 each for each of the four long and short versions);
  • All the short version should also have be availed in soft copy flash media accessible on the Website online – 5 each);
  • All submissions should be English, with subtitles where local languages have been used;
  • The consultant will avail all the raw footage to UN Resident Coordinator on CD/DVD formats – 2 copies.

    Deliverables/ Outputs:

    • Finalizing scripts and filming documentary in each UN Areas, 18 working days per UNAC to be reviewed and approved by UNAC, UN Area and RCO Communication Officer;
    • Editing and Completion, 7 working days to be reviewed and approved by RCO Communication Officer;
    • Draft versions of the respective UN Area Coordination DaO documentaries should be availed to the UNACs and their teams for comments and revision at least a week before the overall completion of the assignment;
    • Draft versions of the UN Uganda general DaO documentary should be availed to the Communication Officer at the UN Resident Coordinator’s Office (RCO) UN for comments and revision at least a week before the overall completion of the assignment.

    Management and Reporting:

    • Throughout the assignment, the consultant will report to the Communication Officer at the UN Resident Coordinator’s Office (RCO) and the respective UN Area Coordinators for the respective sub-regions.

    • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

    Required Skills and Experience

    Education:

    • Bachelor’s Degree in Communications, Media or other related and relevant field.

    Experience:

    • At least four years professional experience in documentary making, directing and production. Experience in script writing, video and sound editing will be an added advantage. Prior understanding of government programmes and partnerships with development agencies  in Uganda is an added advantage;
    • Extensive expertise in development and corporate documentary/Film Production;
    • Additional experience in Development communication and Mass media is added advantage;
    • Completion of assignments of similar nature and magnitude (Consultant must submit at least three CDs/DVDs of copies similar assignments for consideration that they feel are relevant to this assignment), particularly with a development perspective. Previous assignments with government and international development agencies are an added advantage;
    • Experience working in Uganda’s Country side and interacting with both locals and national level policy makers will be key for this assignment.

    Language:

    • Fluency in English;
    • Knowledge / understanding of corresponding local languages in each region may be an added advantage.

    Note:

    The consultant will be fully responsible for the timely and quality delivery of all the outputs outlined in these terms of reference.

    Duration of the Work:

    The assignment will be executed in a period of 25 working days. The consultant is expected to adhere to the specified dates due to the urgency to have the work done.

    Duty Station:

    The duty station will be four regions of Uganda namely: Gulu in Northern Uganda; Moroto in Karamoja Sub-region; Mbarara in South Western Sub-region; and Kampala for Central Region.

    Evaluation method and criteria:

    The award of contract shall be made to the Individual Consultant whose offer has been evaluated and determined as:

    • Responsive/compliant/acceptable; and
    • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    Technical Criteria weight; - 70%.
    Financial Criteria weight; - 30%.
    Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial
    Evaluation.

    Evaluation Criteria:

    • Bachelor’s Degree in Communications, Media or other related and relevant field (Max 5 points);
    • Extensive experience in producing development work related documentaries for mostly international organizations; and local organizations with the aim of reaching both local and international audiences (provide at least 3 of your most recent documentaries produced, clearly indicating the organizations for which they were made) (Max 30 points);
    • A solid experience in the areas of presentation and making of documentaries;
    • Demonstrated experience in Development communication and Mass media;
    • Demonstrated capability and evidence of past experience in undertaking similar assignments (Three recent relevant CDs/DVDS) of similar works done.
    • Experience in working with UN agencies or other reputable international organizations (4 points);
    • Demonstrated technical practical skills  / experience to ensure smooth and high quality production (5 points);  
    • Demonstrated local Knowledge of the stated regions in Uganda maybe an added advantage (1 point);
    • Description of approach / methodology to assignment (25 points)

    Submissions Requirements:

    Proposal:

    Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document.:

    The submission should include the following documents/information:

    • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (see Annex II);
    • Updated Personal CV highlighting past experience in similar assignments and with 3 professional references with contact details (email and telephone);
    • Technical Proposal: suggested outline for technical proposal;
    • The offerors interpretation of the assignment;
    • Approach and methodology for undertaking the assignment; 
    • Work-plan;
    • Financial proposal (in template provided in Annex II) stating an all-inclusive fixed lumpsum fee for this assignment in Ugandan Shillings, supported by a breakdown of costs. Such total lump sum price must include professional fee, and costs necessary to conduct the assignment such as communication costs, etc. The consultant will be paid against the completion of specific, measurable deliverables as identified in this TOR.

      Financial proposal (Lumpsum proposal to be submitted):

      •  Lump sum contracts.

      The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

      Travel / Transport:

      All envisaged travel costs must be included in the financial proposal. This includes all travel to the duty station.
