OBJECTIVES OF THE PROGRAMME :
Drug resistant TB is a major concern for WHO European Region which is impeding the Region in reaching target 8 and Goal 6 of the Millennium Development Goals. Fifteen of the 27 high-burden Multidrug resistant - TB (MDR/TB) countries in the world are in Europe. The top nine countries in the world with MDR-TB exceeding 12% among new TB cases and the top six exceeding 50% among previously-treated TB cases are in this Region. The Berlin Declaration and the Beijing Call for Action on TB and M/XDR-TB engage all 53 Member States of the WHO European Region to address MDR/XDR-TB and to achieve the global targets of TB control by 2015 and TB elimination by 2050. WHO Regional Office has developed a five year Consolidated Action Plan to Prevent and Combat M/XDR-TB 2011-2015 and is supporting its Member States in its implementation.

Duties and Responsibilities

The objectives of the WHO European TB and M/XDR-TB control programme are:

To guide the European Region response to the TB epidemic (with focus on prevention and control of drug resistant tuberculosis, TB/HIV co-infection, TB infection control, TB in prisons and TB in special populations, strengthening human resources of health, diagnostic services and retooling) and with particular attention to high MDR-TB burden and 18 high TB priority countries;
To provide state-of-the-art and context-specific technical assistance to the Member States on TB and M/XDR-TB prevention, control and care;
To provide evidence-based TB and M/XDR-TB control policies, guidelines and standards;
To support the Member States in adapting a Stop TB Strategy, within the context of strengthening health systems and patient-centred approaches;
To foster bilateral, multilateral and multisectoral collaboration and partnership in TB and M/XDR-TB control;
To assist the Member States in monitoring and evaluation of national TB and M/XDR-TB control programmes;
To promote and enable TB and M/XDR-TB research within a wider health research strategy;
To improve TB and M/XDR-TB surveillance data management and decision making based on data analysis;
To enhance advocacy, communication and social mobilization for improved TB and M/XDR-TB control.

In addition to other health priorities, WHO Country Office in Ukraine is working closely with the Ministry of Health and partners to support the country in strengthening the response to TB, TB/HIV and M/XDR-TB and provide universal and equitable access to high quality TB services for vulnerable populations through a strengthened and sustainable health system. The strategy of TBM activities are aligned with the Consolidated Action Plan to Prevent and Combat Multidrug- and Extensively Drug-Resistant Tuberculosis (M/XDR-TB) in the WHO European Region, 2011-2015. Since 2011 and with the financial support of GFATM, USAID among other partners, WHO Europe is implementing a project on anti-TB drug resistance survey. The survey will help the country document the level of anti-TB drug resistance, the social determinants of TB, MDR-TB for a better planning for public health response.

Purpose of the Post:
To support implementation of WHO interventions in the area of tuberculosis (TB) and multi and extensively drug resistance (M/XDR) TB prevention, control and care in Ukraine with special emphasis on the drug resistance survey and surveillance.

Under the supervision of WHO Head of Country Office and WHO Regional Office TBM programme Manager:

Implement the anti-TB drug resistance survey project;
Liaise with the national health authorities to prepare for and contribute to analysis of data and dissemination of the results;
Support the national health authorities in embarking on routine surveillance of anti-TB drug resistance;
Support the national health authorities with coordinating technical assistance in to improve TB surveillance and TB laboratory diagnosis in the civilian and penitentiary sectors;
Support the national health authorities in developing and reviewing national ?? control manuals and training materials as well as provide technical assistance in the implementation of TB control activities in line with Stop TB strategy;
Assist the national health authorities in developing national ?? recording and reporting systems in line with WHO recommendations and definitions;
Organize and supervise training of the key ?? and health care staff (including laboratory personnel) at central, regional and district levels with particular attention to survey and surveillance;
Organize health educational activities including translation of necessary materials;
Prepare regular technical reports on the progress of implementation of assigned projects;
Perform other duties as requested by Head of Country Office and TBM programme manager.

Required Skills and Experience

Education:

Essential: University degree in humanities, social or medical sciences.
Desirable: Completion of WHO training course on TB and/or statistics.

Skills:

Knowledge of drug resistance survey and surveillance,
Knowledge of relevant WHO policies and procedures in communicable diseases, in particular excellent knowledge in practical implementation of WHO ?? control strategy.
Knowledge of project formulation, implementation and evaluation.

Experience:

Essential: At least five years experience with various stakeholders including government organizations and/or international organizations in design and implementation of technical programmes relevant to tuberculosis.
Desirable: Experience in the implementation of anti-TB drug resistance survey and experience in working with WHO or other international organizations.

Languages:

Essential: Fluency in Ukrainian, very good written and spoken English.
Desirable: Knowledge of Russian language
