Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Nepal’s programmes focus on women's leadership in peace, security and humanitarian response, economic empowerment of women, and gender responsive national planning and budgeting processes, to contribute to achieving the goal of gender equality and empowerment of women in Nepal. In this context, UN Women Nepal’s Peace and Security Unit is responsible for providing technical support to the government and civil society organizations in a number of areas, including gender responsive peace building; women’s access to justice, transitional justice; security sector reform; promotion of women’s leadership and participation in peace building and conflict prevention (UNSCRs 1325, 1889, 2122); prevention of and response to conflict related sexual violence (UN Security Council  Resolutions (UNSCRs) 1820, 1888, 1960); implementation of National Action Plan (NAP) on UNSCRs 1325 and 1820; UNSCR 2106 and mainstreaming gender issues into governance reforms. The Unit operates within the frameworks of UNSCRs 1325 and 1820, Convention on Elimination of All Forms of Discrimination against Women (CEDAW), Beijing Platform for Action (BPfA), Secretary General’s Seven Point Action Plan on Gender Responsive Peace Building, Millennium Development Goals (MDGs), UN Peace and Development Strategy for Nepal, and the United Nations Development Assistance Framework (UNDAF) 2013-2017.

UNFPA has consistently advocated that gender-based violence is a major health and human rights violation. The Fund is one of the key United Nations agencies leading global efforts on this issue. As part of its work with the Inter-Agency Network on Women and Gender Equality, UNFPA co-chairs the Inter-agency Violence Against Women Task Force, and is leading in implementing multi-stakeholder joint programming efforts in 10 pilot countries to address the issue. It is a key partner in the UNiTE to End Violence against Women campaign, a worldwide, multi-year effort led by the United Nations Secretary-General. UNFPA is a member of Stop Rape Now: UN Action to Stop Sexual Violence in Conflicts. UNFPA plays an important role in implementing Security Council Resolutions 1325/1889 on Women, Peace and Security and 1820/1888/1960 on Conflict-Related Sexual Violence. UNFPA is an active member of the 13-UN entity coalition United Nations Action Against Sexual Violence in Conflict that supports joint programming, advocacy and development and dissemination of best practices to address sexual violence in conflict.

Justification

Every year the UN Secretary General presents a report on sexual violence in conflict pursuant to Security Council Resolutions 1820, 1888, 1960 and 2106. The purpose of this report is to analyze the incidents, trends and development of conflict related sexual violence especially in member states in conflict and post conflict situations. The yearly report also supports the Security Council in coming up with further actions in addressing the issue of violence against women particularly sexual violence in the member states.

The UN Special Representative of the Secretary General on Sexual Violence in Conflict requests the UN Heads of Missions to provide specific inputs in accordance with a guidance note and a set of questions relevant to the specific situation of concern.

To respond to the task, UN Women Nepal has been recruiting relevant technical experts to carry out the task of preparing Nepal’s contribution to the UN Secretary-General’s report for the past few years. Since 2012 UN Women and UNFPA have been jointly recruiting consultants to develop the report.

For the years 2014 and 2015, UN Women and UNFPA plan to recruit a technical expert to prepare a report based on the required information in the guidance to be provided annually by the UN Special Representative on Sexual Violence in Conflict. UN Women will begin substantive preparations for the report as soon as the ToR is shared by the Office of the Special Representative.

In this context, UN Women is seeking for the services of a consultant with sound knowledge on prevalence and status of Sexual and Gender based Violence in Nepal, particularly conflict related sexual violence, knowledge on UNSCRs 1325, 1820, 1888, 1889, 1960, 2106 and 2122, and previous work experience in the area of women, peace and security and in the field of human rights monitoring and response.

Objectives of the Consultancy :

The objectives of the assignment are to review relevant documents, conduct research, data collection and analysis for developing Nepal’s contribution to the SG’s Annual Reports on sexual violence in conflict for 2014 and 2015, reporting on Conflict Related Sexual Violence for the periods of January-December 2014 and January-December 2015 within the given annual timeline and framework provided by the Office of the Special Representative of the Secretary General on Sexual Violence in Conflict.

Duties and Responsibilities

Key Functions and Responsibilities:

The consultant will be responsible for preparing and finalizing two annual reports 2014 and 2015 respectively on Nepal’s Contribution on SG’s Annual Report on Conflict Related Sexual Violence by completing the research, incorporating the required substantive information, and submitting the report to UN Women.

To accomplish the above-mentioned objectives, the major tasks of the consultant will be to:

  • Undertake initial joint meetings with UN Women and UNFPA team;
  • Review the annual guidance from the UN Special Representative of the Secretary General on Sexual Violence in Conflict and prepare a strategy and work plan to prepare a report responding to the provided guidance;
  • Review previous reports of the UN SG on UNSCRs 1820, 1888, 1960, 2106, and related reports of Nepal from 2009, 2010, 2011, 2012 and 2013;
  • Plan the necessary phases of the report, such as data collection, identifying information gaps, interviews, stakeholder consultation etc.
  • Undertake consultation meetings with stakeholders (including UN agencies, Government, Civil Society Organizations, the Peace Support Working Group and other relevant organizations)to collect relevant information for the report;
  • Use interviews, telephone, on-line and hard copy sources, and refer to library materials to gather relevant information.
  • Evaluate, organize and edit the data and information into a comprehensive report form answering to the provided guidance for the report;
  • Prepare a report on Nepal for the SG’s Annual Report on Conflict Related Sexual Violence, ensuring that the language of the report is compatible with UN standards and requirements, and finalize the overall report in close collaboration with the UNFPA;
  • Submit the final draft version of the report to UN Women within the given timeframe for review;
  • Finalize the report incorporating inputs from UN Women, UNFPA and UN Resident Coordinator’s Office (UNRCO) and submit the report as per the planned timeframe.

Methodology:

  • Literature review;
  • Data collection and review;
  • Key informant interviews;
  • Consultation meetings with key stakeholders, including relevant UN agencies, human/women’s rights organizations and networks ;working on the issue of sexual violence;
  • Data analysis, data organizing and final editing.

Key Deliverables:

  • Two reports (for year 2014 and 2015) on conflict related sexual violence pursuant to Security Council resolutions 1820, 1888, 1960 and 2106, addressing given sets of questions as described in the ToR, answering to the annual guidance from the UN Special Representative of the Secretary General on Sexual Violence in Conflict and duly referencing the sources of information used in preparing the report;
  • A one page summary of the overall report duly referencing the sources of information.

Monitoring and Reporting:

The consultant will work under the overall guidance of the Deputy Representative of UN Women Nepal on finalizing the report. S/he reports directly to the Women, Peace and Security Unit of UN Women Nepal.

The total time period will be 20 working days in the year 2014 and 20 working days in the year 2015. The working dates will be decided after receiving the ToR from the Special Representative on Sexual Violence in Conflict. However, the tentative timeframe is the following: 

Time Frame:

For year 2014

  • 9 November, 2014 -submit the final draft version of the report to UN Women for comments/feedback;
  • 15 November, 2014 - submit the report incorporating comments and feedback from UN Women, UNFPA and UNRCO;
  • Until 31 December 2014 - stand by to provide necessary support to incorporate feedback from the UN Women, HQ and Office of the Special Representative on Sexual Violence in Conflict.

For year 2015

  • 9 November 2015  -submit the final draft version of the report to UN Women for comments/feedback;
  • 15 November 2015 - submit the report incorporating comments and feedback from UN Women, UNFPA and UNRCO;
  • Until 31st December 2015 - stand by to provide necessary support to incorporate feedback from the UN Women, HQ and Office of the Special Representative on Sexual Violence in Conflict.

Schedule and Mode of Payment:

The consultant will be paid based on the delivery of results as per the following schedule.

  • Upon submission of detailed work plan of actions with clear timelines [20%]
  • Upon producing 50% of deliverables mentioned above and submission of the satisfactory report of the same  [40%]
  • Upon completion of all the works and producing all satisfactory deliverables and submission of the final report [40%]

The mode of payment and other terms will be as per the terms set out in the contract document.  The payments will be made upon proof of each product or service delivery.

Note:

UN Women will have Long Term Agreement (LTA) with the selected consultant up to year 2015 and the intermittent contract will be awarded for the specific period when UN Women engage the consultant based on the tentative schedule as mentioned above in para VI “Time Frame”.

Required Skills and Experience

Education:

  • Master’s Degree in Social Sciences or other relevant field.

Experiences:

  • Minimum 5 years of relevant professional working experience on women's and human rights issues in Nepal;
  • Understanding of conflict and post-conflict issues Written and spoken fluency in English and analytical writing skill is a must.
  • Past experience of writing analytical reports;
  • Previous experience of working with civil society in Nepal and/or organization of consultations/working on multi-stakeholder processes;
  • Understanding of the work of the UN agencies and its working modality will be an asset.

Language Requirements:

  • Fluency in English and Nepali is required, both written and spoken.

  • A cover letter explaining why he/she is the most suitable candidate for the consultancy;
  • A list of reference projects and illustrations of similar work conducted in the past;
  • A separate financial proposal indicating a total lump sum amount for the delivery of outputs as per above description. The financial proposal shall include a breakdown of this lump sum amount (consultancy fee per number of anticipated working days and any other required costs);

The consultant fee will be as per UN Nepal consultant fee guidelines taking into consideration the requirement of position’s education and experiences.

Assessment Method:

The candidates will be evaluated in three stages: according to minimum qualification, technical and financial evaluation. 

Technical evaluation criteria (including minimum qualifications):

  • Master’s degree in Social Sciences or other relevant field- (Max 50 points);
  • Five years of progressively relevant professional working experience on of women's and human rights issues (in particular violence against women) in Nepal- (Max 120 points); i.e. 5 years- 100; 6-7 years-110; and more than 8 years- 120

Maximum total technical score amounts to 350 points. Only candidates who have passed over the mandatory criteria and have accumulated at least 245 points under the technical evaluation will qualify to the next round of the financial evaluation.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150.

  • S - score received on financial evaluation;
  • Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
  • F - financial offer under the consideration.

Winning candidate

The Winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).
