Background

In the context of a new programme for UNIFEM Pacific Subregional office funded by AusAID, covering PNG, Vanuatu and Solomon Islands, the Deputy Regional Program Manager will deputise for the RPM on all core Program management functions as required and will provide executive and administrative backup to the RPM. The DRPM will ensure the harmonisation of all aspects of the program implementation with global gender equality commitments and the UNIFEM Strategic Plan 2008-11.  During inception the candidate will assist the RPM to develop and operationalise MOUs with major regional and national implementing partners including NWMs, MNOs, other CSOs and local governments. The Deputy RPM will serve as the focal point for coordination Mandated National Organisations working to engender national governance across PIC's and provide a helpdesk with networking, learning and communication support to these lead agencies in all participating countries.
The Deputy RPM will have strong technical expertise in the gender and governance area and hands on experience in regional and global movements to advance women's political representation. Responsible for the implementation of outcomes 2 to 4 in all Pacific countries, the candidate will be the focal point for coordination of activities to engender national governance across participating countries and will provide a helpdesk with networking, learning and communication support to lead agencies in all participating countries. The candidate will work directly with Mandated National Organisations (MNOs) to progress gender equality at parliamentary level and will liaise with national, multilateral, bilateral partners in implementing parliamentary, electoral and leadership programs.

Duties and Responsibilities

  • Assist the Regional Program Manager with the preparation of all project documentation including program operations, policies, procedures, planning and management proforma mechanisms and systems
  • Develop and operationalise strategies to ensure understanding and advancement of gender equality by all key actors an partners in program implementation and  delivery
  • Collaborate with the UNIFEM PRO Gender Specialist(s) to design appropriate gender training for all program staff at national and Local levels, and key regional, national and local partner organisations involved in project implementation
  • Convene and chair the Regional TAG
  • Guide National Program Coordinators in the establishment and oversighting of National TAGs
  • Assist the RPM with representations to Donor Partners, Intergovernmental Agencies, National Governments, Ministries or Departments responsible for local level Government as required
  • Assist the RPM with Program liaison and communications across the UN system, in the 3 Country Offices (Fiji, Samoa and PNG)
  • Establish effective working relationships, communication and networking with Mandated National Organisations that  lead in the coordination of national level programs to support women's advance women's political representation and the engendering of national government and political institutions
  • Travel as required to PICs to monitor and coordinate national program inception and pan-Pacific program support activities
  • Backstop and deputise the Regional Programme Manager as required
  • Harmonize Program policies and operational plans with global Gender Equality standards, targets and indicators (of CEDAW, BPA, CPA, the MDGs, UNSCR 1325 and the Commonwealth Pacific Programs of Action)
  •  Link program implementation with national efforts to implement and report to treaty bodies and regional and global forums on gender equality (CEDAW, MDGs, UNSCR 1325)

Competencies

  •  Able to deputise manager in all aspects of project management as required
  • Familiarity with gender and ability to advocate and articulate gender equality and the empowerment of women throughout program management and operations
  • Familiarity with UN programs and administrative systems and ability to work effectively to promote joint programming at regional and national level
  • Competent in the Rights Based Approach to Development and in the preparation of project documents, reports, reviews and all other records
  • Competent in designing and oversighting individual learning and organisational capacity building programs for a staff team and local partner organisations with a range of formal educational qualifications
  • Strong leadership and management skills and ability to backstop the Regional Program Manager and support all National Program Coordinators across all aspects of project management

Required Skills and Experience

  • Masters degree in Management or Development Studies
  • At least 5 years experience in senior program management and operations at national and regional level.
  • Training and experience in Gender and Governance programs
  • Demonstrated ability to work effectively across the Pacific Region with governments and civil society organisations
  • Good knowledge of the Pacific Women's Movement in the Pacific, including familiarity with Government Women's Machinery policies, plans, progress on CEDAW and programs to advance Gender capacity
  • Ability to conceptualise, negotiate and implement joint programming and programs within the UN system and development partner community.
  • Fluency in English is required.  Working knowledge of other UN languages is desirable.
