Organization Background

The Entrepreneurship Development Programme (EDP) which started in February 2013 calibrates the Government’s medium-term development vision of transforming the economy from a predominately agrarian economy highly dependent on subsistence agriculture to one where the industrial sector plays a major role in domestic wealth and employment creation.  In line with the GTP and the current cycle of the United Nations Development Assistance Framework (UNDAF 2012-2015), the EDP will substantially help stimulate private sector-led growth in manufacturing and services industries by improving competitiveness of existing MSEs and supporting growth of aspiring entrepreneurs so that micro and small enterprises can fully contribute to job creation, income-generation and eventually to economic growth.

To support the implementation of the EDP and government’s efforts, an Entrepreneurship Development Centre (EDC) was opened in Addis Ababa in May 2013. To date, the EDC has provided entrepreneurship development training, training of trainers (TOT), training of business advisors, and provision of business development services (BDS) to entrepreneurs. With the aim of expanding its outreach, the EDC is now opening regional offices in four cities - Bahir Dar, Mekelle, Awassa, and Bishoftu - and Centers of Excellence in five selected public universities.

The EDC is seeking the service of a qualified professional to assume the role as the Monitoring & Evaluation Manager. The incumbent will work with key programme staff to administer the design and implementation of a database system that will capture national data used to monitor and evaluate programmes under the EDC framework, such as number of entrepreneurs, demographic information, number of trainers and training sessions conducted, number of startups etc. First, the programme manager will be responsible for identifying, introducing and implementing a software system in order to analyze the above mentioned quantitative and qualitative data to assess the progress of EDC according to the programme M&E framework. Once implemented, the programme manager will manage the data transfer, train staff on the system, and constantly ensure the data is timely and accurate. Finally, using the programme M&E framework, the programme manager will coordinate the collection and analysis of data on programme inputs, outputs, outcomes, and overall impact on an ongoing basis. The incumbent will collaborate with the programme staff and technical experts and contribute to the development of work plans and performance reports and present the findings to EDC staff and stakeholders.

Duties and Responsibilities

Responsibilities:

Introduction and Implementation of a system

  • Together with key programme staff, identify, introduce and implement a software system to be used by EDC staff;
  • Support its users by conducting training, providing information and resolving problems. Develop training schedules to ensure regular refresher sessions can be conducted to EDC staff.                                                                                             

Data Capture:

  • Work with the EDC staff to ensure collection of data (number of entrepreneurs, demographic information, number of trainers and training sessions, number of startups etc.) on an ongoing basis in order to conduct programme monitoring and evaluation.

Analysis and Reporting:

  • Produce timely and high quality M&E reports, and contribute to the development of regular programme progress reports;
  • Propose and implement learning approaches to ensure timely adjustment of programme activities and to inform future programme development (i.e. through annual work plans);
  • Articulate anticipated results, indicators, outcomes, and qualitatively and quantitatively monitor progress toward achievement of programme goals;
  • Develop project-wide mechanisms to measure and document progress on indicators and achievement of targets, as well as lessons learned and best practices;
  • Produce graph, reports, and presentation for project results;
  • Other tasks as necessary.

Competencies

Functional Competencies:

  • Strong understanding of economic development, particularly entrepreneurship;
  • Good understanding of the government’s rules and regulations, and procedures related to business start-up and business development;
  • Strong interpersonal and presentation skills in written and verbal;
  • Strong organizational skills and attention to detail;
  • PC literate with PowerPoint, Excel and Word skills;
  • Strong attention to detail, organizational skills, and administrative capabilities;                                                                   
  • Energetic, creative, and an effective team player.

Required Skills and Experience

Education:   

  • Graduate or post graduate degree in business, international development, economics, or related field.

Experience:

  • Experience in implementing and managing database systems;
  • Minimum of 5 years Hands-on experience with monitoring and evaluation methods;
  • Experience providing ongoing training courses;
  • Evaluation coursework a plus;
  • Quantitative methods coursework.                                                 .

  • Excellent written and spoken English and Amharic

Emolument:
