Background

The Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. As the designated representative of the Secretary General for operational activities and team leader of the UN system organizations, the Resident Coordinator (RC) assumes the overall responsibility for and coordination of the operational activities of the United Nations system carried out at the country level, in conformity with the objectives and priorities of the Government and mandates and objectives of United Nations system organizations. Following the integration of the UN presence in the CAR in January 2010, the RC is also the Deputy Special Representative of the Secretary-general (DSRSG). Her/his functions are supported by the Resident Coordinator’s Office (RCO) on the development side, and the Political Mission’s structure (BINUCA) for political issues.

In this context, to complement the RC’s coordination capacities and support the UNCT, information management capacity is important for the RC Office.  For that matter, the UN Resident Coordinator’s Office for CAR has identified the need to recruit an Information Management Consultant. The Information Management Consultant will play a significant role in energizing the team and ensuring timely reporting on progress and constraints in the implementation of UN operational activities.

Under the direct supervision of the DSRSG/RC or his/her representative, the Information Management Consultant’s main function is to ensure that information required to report on UNCT programmatic activities is collected, organised and disseminated. In so doing, she/he will support the UN Resident Coordinator (RC) and the UNCT to monitor the progress of the UNCT against the common results as outlined in the strategic frameworks and plans; to report to government, the UN Headquarters, donors and other key stakeholders on pertinent UNCT results and funding issues.

Duties and Responsibilities

  • Act as a focal point/central instrument for the collection, analysis and dissemination of information relevant to the UN operational activities in CAR;
  • Liaise with information management focal points in partner agencies and other organizations to gather, share and manage data related to projects funded through MPTF-CAR, CHF and other financial instruments;
  • Support strategic and operational decision making by collecting, processing and analyzing data and information and presenting it in the format most useful for analysis (e.g. reports, maps);
  • Develop and manage core information management tools and services, including the implementation of Devinfo, in collaboration with the M&E Group
  • Monitor and report data for UNCT activities in CAR, including Financial Dashboard and mapping;
  • Update the UNCT on all information products related to CAR crisis;
  • Participate in Information Management related working groups;
  • Assist and provide advice to national partners on aid coordination information management.

Perform other related duties, as required.

Required Skills and Experience

Education:

  • A university degree in Business Administration (Information Management), Information Management, Statistics, Social Sciences, or a related area

Experience:

  • At least 5-years practical experience in their field of expertise with a minimum of 1 year experience in a development context or humanitarian relief context;
  • High level of computer literacy is essential;
  • Understanding of basic statistics and ability to analyze information.

Language Requirements:

  • Good command of French; and
  • Working knowledge of English.
