Background

Reporting line:

The Consultant under the authorities of the UNHCR Regional Representative will report his daily activities to:

  • Primary to the UNHCR Senior Field Coordinator in Kharkov
  • Secondary to the Shelter Sector Coordinator based in Kyiv

Duties and Responsibilities

1. Technical assessment of Collective Center of any objects.

     a) Proceed with adequate measurements of buildings, determine and draft up a scope of work for decision making process including rough time line for work implementation;

      b) Produce basic Bill of Quantity based on measurement and if necessary general plan of premises investigated;

     c) Identify potential threats as flood, hazardous materials and structural integrity through visual inspection;

     d) Participate in decision making process with adequate advises;

     e) If necessary liaise with authorities or other organizations in identification of beneficiaries and objects potentially submitted to shelter program.

2. Set up monitoring visit on regular base on any buildings and/or object supported or funded by UNHCR. Short report are expected immediately after the visit using template (to be drafted by the consultant and validated by the senior field coordinator and the Shelter Sector advisor).

3. Technical support for any construction related activities including the construction material price monitoring (excel table).

4. After induction, conduct and facilitate shelter coordination meeting at Kyiv oblast level. Collect appropriated information and prepare short report on shelter thematic (weekly site report).

5. Any other task specifically required by the Senior Field Coordinator or the Shelter Sector Coordinator.

Competencies

 Well-developed technical competencies; flexible, energetic, resourceful  person.

Required Skills and Experience

  • Higher education in the sphere of engineering, construction, architecture or other related fields.
  • Strong knowledge of English, Russian and Ukraine language.
  • Ability to analyze data and provide clear and comprehensive reports
