Background

UNFPA, the United Nations Population Fund, is the lead UN agency for delivering a world where every pregnancy is wanted, every birth is safe, and every young person’s potential is fulfilled.

Under the overall guidance of the UNFPA Representative and direct supervision of the National Programme Officer (NPO) Population Development (PD) at UNFPA Country Office, the Policy Research Associate will assist the NPO PD in the provision of day to day technical inputs and advice on urbanization, internal migration and gender monographs besides the other two on-going research projects in the context of the UNFPA’s 8th Country Programme implementation.

Duties and Responsibilities

The Policy Research Associate will assist the NPO PD in managing the initiative to produce monographs based on the 2010 Population Census, including liaising UNFPA and the national consultants with the International or Senior National Consultant; facilitating meetings, developing ToRs, processing recruitment of the national consultants, monitoring and facilitating the work of the national consultants, liaising with BPS (Statistics Indonesia) in accessing the data for the national consultants and supporting BPS in organizing the national Seminar on the monograph results.

In addition, the Policy Research Associate will also assist the NPO PD in substantive matters through support of the national and international consultants in developing document of “Indonesia Case Study: The Role of Population Dynamics in Reaching The Future We Want”, and the development of IDHS 2012 Male Module Report. The Policy Research Associate is expected to maintain good coordination with government and non-government partners at the central level, and with other UN agencies.

Technical/substantive

  1. Support the NPO PD in managing initiatives to develop monographs based on the results of the 2010 population census and other authoritative data with a focus on internal migration, gender, and urbanization.
  2. Support the NPO PD in managing initiatives to ensure that IDHS 2012 Male Module meet the UNFPA standard from gender and male involvement point of view as a part of the development of the document.
  3. Support the NPO PD in finalising the initiatives of Indonesia Case Study: The Role of Population Dynamics led by Prof. Emil Salim.
  4. Provide authoritative data to PD and other units within UNFPA Indonesia country office.
  5. Assist the UNFPA Indonesia Representative and NPO PD in other substantive matters.

Management

  1. Provide logistical support to the development of monographs and Indonesia Case Study  by coordinating review meetings and programme-related workshop and events.
  2. Assist the NPO PD to ensure provision of timely and quality technical backstopping to national partners by identifying the needs and sources for technical assistance and facilitating the process of technical assistance.
  3. In coordination with the NPA PD, monitor quality implementation of PD programme at the national level by taking active roles and participation in the activities.
  4. Contribute to the creation and sharing of knowledge by synthesizing and documenting findings and lessons learnt, success stories and best practices, strategies and approaches of the Country Office, and drafting relevant materials for dissemination.

Required Skills and Experience

Academic Requirements

  • Bachelor’s degree in demography, population studies and/or other related social science. Candidate with statistical background is preferable.

Experience and Qualifications

  • Minimum 5 (five) years of progressively experience in work related to demography or population development.
  • Solid understanding of demography and population and development issues.
  • Ability to liaise and affiliate with Government agencies, Development Partners, NGOs, CSOs and Academia.
  • Initiative and sound judgment. Must be highly organized and have demonstrated ability to work well under tight deadlines and in a team.
  • Excellent communication and human relation skills.

Languages

  • A strong capability to communicate clearly and concisely in both oral and written English and Bahasa Indonesia.

Computer skills

  • Proficiency in current office software applications. Skill on statistical package applications (STATA, SPSS, or SAS) is an advantage.
