Background

Support to Participatory Constitution Building in Nepal (SPCBN) project supports an inclusive process for building Nepal’s new constitution. The project has been supporting the constitution making process through the provision of training opportunities, technical advice, comparative information, dialogue space, as well as promoting public awareness. The project also works with the CA, civil society, media and other actors in order to increase the general public’s knowledge of constitution-making and to feed their views into the making of the new constitution.”

 

 

 

 

 

 

Duties and Responsibilities

Sr. Assistant Administration and Finance needs to provide regular financial management support to all on-going activities, including advancing funds and monitoring project expenditure and financial performance:

  • Prepare vouchers and process payments for all the financial transactions done at Project and also process payment under Direct Payment Request to UNDP for hard currency payments;
  • Keep record of the disbursements made from UNDP CO and by Cooperating Agency on behalf the Project;
  • Prepare periodic Financial Reports and other Quarterly Reports to be submitted to UNDP CO;
  • Maintain inventory of office supplies and put in place proper internal control system;
  • Continually advise and guide project staff on DEX financial and administrative and reporting procedures;
  • Keep records of Non Expendable equipment (NEE), conduct physical verification at least once a year and prepare report on annual physical verifications of NEE to be submitted to UNDP;
  • Assist and facilitate the DEX audit as well as internal audit conducted by UNDP;
  • Take follow up measures on audit findings;
  • Keep abreast of the financial regulations of the Government and ensure compliance;
  • Manage all correspondence related to administration and finance.

Required Skills and Experience

Education:

  • Bachelor’s degree in accountancy, business management, finance and auditing or equivalent.

Expereine:

  • Minimum five years of experience in the analyzing accounting records and working in audit;
  • Past experience working with the INGOs/UN system, as well as major development agencies and organizations would be preferred.

Language:

  • Fluency English and Nepali language spoken/writing skills;
  • Other native languages spoken in Nepal would be an asset.
