Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Kenya, the UN WOMEN Country Programme contributes to the development objectives of Kenya’s blue print, the Vision 2030 and is aligned to the United Nations Development Assistance Frameworks (UNDAF) of 2009-2014 and the upcoming UNDAF of 2014-2018, as well as UN WOMEN Global Strategic Plan. The Kenya Country Programme - “Gender Equality and Women’s Empowerment Gains Consolidated' - aims to achieve the following results: (i) increased women’s leadership and participation in governance; (ii) strengthened women’s economic empowerment; (iii) increased protection of women & access to justice for women; and (iv) strengthened women’s leadership in peace building and humanitarian response.

It is in this context that UN WOMEN in Kenya is seeking to recruit a consultant who reports to UN WOMEN Deputy Country Director and provide programmatic support to the HIV/AIDS Programme and the HeforShe Campaign as a means of fast-tracking implementation and boosting UN Women Kenya Country Office delivery rate.

The scope of work of the consultant requires experience and understanding of gender equality programming, more specifically governance, GBV and HIV/AIDS and leading global campaigns.

UN Women Kenya HIV/AIDS programme build on the success and lessons of past support based on (a) the priority areas identified for UN Women global and country strategic plan 2014-2018 as well as the 2014 Annual plan; (b) the UN Development Assistance Framework for Kenya, including the Joint Programme on Gender Equality and Women’s Empowerment & the Joint Team on HIV and AIDS ; (c) the Kenya National Development Plans Vision 2030 with specific reference to the Medium Term Plan II (MTP II); (d) the priority areas identified during the Strategic Plan consultations with partners in Kenya (Government, civil society, and the UN). Following the success of the fundraising strategies from that assignment, UN Women has received some support to move forward the country strategic plan under the Key Result Area 5 on National and Devolved Governance and Planning – specifically the HIV national response.

HeForShe is UN Women’s global campaign to engage men and boys as advocates and agents of change for the achievement of gender equality and women’s rights. The campaign encourages them to speak out and take action against inequalities faced by women and girls.

UN Women in partnership with the Ministry of Devolution and Planning through the Directorate of Gender are planning for a public mobilization campaign in the context of the 20th anniversary of the 1995, Fourth World Conference on Women in Beijing, China.

Globally, the campaign started in May 2014 and is gradually building momentum into next 2015, the campaign is running under the title: “Empowering Women – Empowering Humanity:  Picture It!” and engages a wide range of constituencies on the Beijing Conference’s overall theme of women’s empowerment and gender equality.

Duties and Responsibilities

  • Support programme management to the ongoing HIV/AIDS programs under the UBRAF funds. This includes working partners as well as providing technical support to the ongoing UN Women Country Programme team activities on HIV/AIDS;
  • Provide substantial support to the roll out of the HeforShe Campaign, oversee development of campaign strategy and the high level launch of the campaign in 2014 with the President of the Republic of Kenya.

Final product/deliverable

  • HIV/AIDS programme management- Implementation of the UBRAF project and completion of all activities by December 2014;
  • Launch of the HeforShe Campaign;
  • Final report on Consultancy.

Required Skills and Experience

Education:

  • Master’s degree in Economics, Social Sciences, Political Science, International Relations, Conflict Studies or related fields.

Experience:

  • 15 years of relevant experience at the national and international level working on women’s (human) rights issues, with proven experience on work on Global campaigns promoting gender equality and women’s empowerment;
  • Prior experience in development and implementation of programmes on gender equality;
  • Strong experience in project management, policy analysis, financial reporting and management, monitoring and evaluation, data analysis and statistics.

Language requirements:

  • Fluency in English is required;
  • Knowledge of official national language essential.
