Background

Organizational Context; 

The UN Resident Coordinator’s Office (RCO) consists of a small team of officers, responsible for coordinating the United Nations Country Team (UNCT), the Programme Management Team (PMT), the Operations Management Team (OMT) and all of their various sub-groups. The RCO is also responsible for jointly monitoring and reporting on the development and implementation of UNCT activities through a comprehensive mechanism at the state, country and UN headquarters levels, in support of the South Sudan Development Plan (SSDP).

Under the guidance and direct supervision of the Strategic Advisor to the DSRSG/RC/HC, the UN Coordination Assistant provides assistance to the execution of services in the RCO by providing support to UN coordination activities. The UN Coordination Assistant promotes a client-oriented approach.

The UN Coordination Assistant works in close collaboration with colleagues from the Office of the DSRSG within UNMISS and UN Agencies in particular UNDP for resolving coordination issues and exchange of information.

Duties and Responsibilities

Functions / Key Results Expected

Ensures effective support in preparation and implementation of CCA and UNDAF focusing on achievement of the following results:

  • Assist in collecting relevant data to inform strategic planning and programming efforts by the UN, including background information for preparation of CCA and UNDAF;
  • Provision of administrative assistance to inter-agency working groups and committees;
  • Assist in the activities of various inter-agency thematic working groups.

Supports preparation and implementation of the RC Work Plan focusing on the achievement of the following results:

  • Assist in the preparation of inputs to the RC Work Plan/ reports;
  • Proper control of the supporting documents for payment from the Support to the Resident Coordination (SRC) fund and other funds for UNCT activities;
  • Review of the RC funds expenditures and reporting to the direct supervisor. Preparation of required budget revisions drafts;
  • Upon delegation of responsibility, preparation of vouchers and requisitions in Atlas, entering vendors information;
  • Provide administrative services to the UNCT, PMT, OMT and other taskforces.

Provides support to effective advocacy of UN activities in close consultation with information / communication focal points of the UN system focusing on the achievement of the following results:

  • Maintenance of information on RC system activities;
  • Preparation of public information materials as requested;
  • Internal communication: Manage feedback and information flows between and among UN agencies and ensure effective communications and information management within the Country Team;
  • Act as a link between the RCO and UN agencies, keeping abreast of major UN agency programme interventions and initiatives;
  • Perform other tasks as required.

Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings to UN staff on coordination issues.

Required Skills and Experience

Education:

  • Secondary education;
  • A diploma in Economics, Social Sciences, International Relations, Political Sciences or related field would be desirable, but it is not a requirement.

Experience:

  • 5 years of progressively responsible administrative or programme experience is required at the national or international level; Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:

  • Fluency in the UN and national language of the duty station.
