Background

UNDP has launched a Strategy to guide its work on supporting countries to govern their extractive sector sustainably. The organization is implementing the strategy through its global, regional and country programmes and projects. 

Through its Africa Regional Project on Extractives, UNDP, together with the Economic Commission for Africa (UNECA), the African Union Commission (AUC) and the African Development Bank (AfDB), supports the realization of the African Mining Vision (AMV) through the African Mineral Development Centre (AMDC) and various country-level activities. 

Duties and Responsibilities

A consultant is needed to support the research and data analysis work of the Africa Regional Project on Extractives. The consultant will support the work area on extractives with quality research and quantitative data analysis.

Expected outputs

The consultant has the following specific deliverables:

  • Knowledge products;
  • Set of data and econometric models; and
  • Publications ready for dissemination. 

Institutional Arrangement

UNDP will facilitate and provide administrative and logistical support to the consultant, including workspace, internet access and administrative support to enable her/him to perform her/his assignment. The overall management of the assignment and contract will be by the Senior Advisor and Project Manager of the UNDP Regional Project: Harnessing Extractive Industries for Human Development in Sub-Saharan Africa, under which the contract of the consultant is issued. In this regard, the Project Manager will have responsibility for monitoring and reporting on overall progress of the implementation of the consultancy.

  • Outstanding writing, editing and fact-checking skills, attention to detail and the ability to review and provide comments on knowledge products;
  • Familiarity with the UN system and development agenda.

Required Skills and Experience

Education:

  • Master degree in economics, econometrics, data visualization, quantitative methods in social sciences or other closely related field.

Experience:

  • Minimum two years of professional experience in data analysis, data visualization, econometric analysis and research

Language:

  • Excellent command of English;
  • Knowledge of another UN language is an asset.

Criteria for selection 

Upon the advertisement of the Procurement Notice, the qualified Individual Consultant is expected to submit both the Technical and Financial Proposals. Accordingly, Individual Consultants will be evaluated based on Cumulative Analysis as per the following scenario:

  • Responsive/compliant/acceptable, and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals are:

  • Technical Criteria weight is 70%
  • Financial Criteria weight is 30%
