Background
In response to calls from gender equality advocates for increased accountability for implementation of gender equality commitments in economic policies and financing decisions related to aid and domestic resources, UN Women is implementing the programme on “Increasing Accountability in Financing for Gender Equality” (FfGE), 2011-2015 funded by the EU and Spain.
The programme aims at increasing the volume and effective use of aid and domestic resources to implement national commitments to gender equality and women's empowerment. It is being implemented in 15 countries[1] , including Ukraine, in close partnership with the European Commission (EC), ITC/ILO, building on the results of collaboration in the area of gender responsive budgeting and aid effectiveness carried out over the past years.
The specific programme objectives are:
- To strengthen national action plans for gender equality so that they have defined targets, financing and implementation arrangements line with national planning and budgeting processes.
- To strengthen capacity and accountability of national governments to implement gender equality commitments and address women’s priorities in national planning, budgeting systems and programming.
- To strengthen capacity and accountability of donors and stakeholders in aid coordination mechanisms to achieve commitments towards gender equality in stable and fragile countries.
In line with the objectives of the Programme, UN Women in Ukraine seeks to hire a National Consultant to design a Guide on gender-responsive budgeting (GRB) and costing based on the GRB and costing methodology relevant to Ukraine that has already been developed within FfGE Programme implementation.

Duties and Responsibilities
Objective of the assignment:
To design a Guide on gender-responsive budgeting (GRB) and costing, based on the GRB and costing methodology relevant to Ukraine that has already been developed within FfGE Programme implementation.

The National Consultant will act as a short-term expert who will design a Guide on gender-responsive budgeting (GRB) and costing, using GRB and costing methodology relevant to Ukraine; and finalize text for publishing.
Indicative time-frame for the assignment:

- The Guide on GRB and costing finalized for publishing and presented to UN Women FfGE Programme Till 20-February 2015 2nd installment (60%)

Required Skills and Experience
Qualifications Education:
- University degree in social sciences, law, public policy/administration, development studies, gender studies or similar. Master’s degree or PhD would be considered an asset.
- Post-University education (certificates on finished courses, scholarship, trainings) on gender analysis, gender mainstreaming, GRB etc.
Languages:
- Ukrainian (Proficiency in written).
Experience:
- A proven track record of research on GRB and costing of gender equality priorities.
- A proven track record on developing guide on relative topics.
Evaluation of Applicants
National gender consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:
- responsive/compliant/acceptable
- having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical
Technical criteria – 70% of total evaluation – max 70 points:
Criterion A – Relevant University education (Max points: 10)
Criterion B – Relevant Post-University education (Max points: 10)
Criterion C – Language skills (Max points: 10)
Criterion D – A proven track record of research on GRB and costing (Max points: 20)
Criterion E - A proven track record on developing guide on relative topics (Max points: 20).
Only candidates who have obtained at least 49% of the points under the technical evaluation will qualify to be considered in the financial evaluation round.
Financial
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30
S - score received on financial evaluation;
Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F - financial offer under the consideration.
Duration and remuneration
The duration of the contract of the consultants is two months in the period 20 December 2014 – 20 February 2015
