Preamble
The United Nations Volunteers is the UN organization that supports sustainable human development globally through the promotion of volunteerism, including the mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. It is universal, inclusive and embraces volunteer action in all its diversity.
This post is a UNV volunteer assignment based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer as well as the society at large. It enhances social cohesion and enriches communities.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich your understanding of local and social realities, as well as create a bridge between yourself and the people in your host community. This will make the time you spend as UNV volunteer even more rewarding and productive.

Duties and Responsibilities

Brief Description of the post: The national UNV volunteer will support the UNDP Joint Programme Manager in managing the UN Joint Programme in Belu, to address the human development challenges in Belu district, Nusa Tenggara Timor (NTT) province. The Key outputs of the project will be 1st : to improve ssustainable livelihoods and 2nd to strengthened participatory and decentralization processes.

The APM will work under the supervision of the  UNDP Joint Program Manager (JPM) and act as a focal point for the programme when required. The project will requires working with a range of stakeholders including government representatives, community leaders and community groups, non-government organizations (NGOs), UN agencies, and development partner agencies (donors).


Description of Duties

  • To assist the JPM  with the day to day organization of the various programme work;
  • To collect relevant information, organize workshops, prepare reports and underatake other adminsitrative tasks as required.
  • Prepare presentation material for meetings and workshops to promote and present the programme at different forums.
  • Prepare relevant information material on Belu strategic plan, basic services and livelihood issues in Belu district
  • Act as the UNV focal point for the national UNV volunteers who will be recruted in support of the programme and report to the UNV programme officer about UNV distinct contribution to the Belu programme
  • Provive technical assistance in the implementation of the programme.
  • Assist the JPM to ensure that the project proceed as per the agreed timeline and cost and meets the expected outputs
  •  Assist the JPM in developing and monitor the work plans for the programme
  • Be able to act independently and be flexible when required to represent the project and the project team in a variety of situations.
  • Create a network among UNV Volunteers for information exchange and sharing of experiences, organizing regular joint meetings where issues and concerns can be discussed.
  • Regularly consult stakeholders to assess their information and capacity needs
  •  Perform other duties as may be required.

Promotion of Volunteerism

As a UNV volunteer, you are expected to promoting volunteerism and/or engaging in volunteering activities. As such you are encouraged to:

  • •Strengthen your knowledge and understanding of the concept of volunteerism by reading relevant UNV and other publications and taking active part in UNV activities;
  • Get acquainted with traditional and/or local forms of volunteerism in the host community;
  • Network and build relationships with local organizations, groups or individuals and support and/or participate in local volunteering initiatives;
  • Encourage and mobilize co-workers, fellow UNV volunteers and members of the local community to play an active part in the development of their community;
  • Contribute articles/write-ups on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.;
  • Initiate and/or participate in local volunteer groups. Assist them in submitting stories, experiences to the World Volunteer Web site;
  •  Promote or advise local groups in the use of OV (online volunteering), or encourage relevant local individuals and groups to use OV whenever technically possible.

Required Skills and Experience

Qualifications/Requirements:

Essential

  • Degree in social science with knowledge of data base systems
  • A minimum of two years of professional experience is required with previous management experience.
  •  Fluent in Bahasa Indonesia and English.
  • Knowledge of basic services and local economy issues, as well as basic understanding of community consultation techniques.
  •  Work experience with some level of responsibility and representation, preferably in the social or policy development fields;
  • Excellent cross-cultural and interpersonal skills;
  • Team player, but also an independent thinker with self-initiative;
  •  Commitment to volunteerism
  • Strong interpersonal and communication skills
  • Proven experience in coordination and mobilization of human resources.

Desired

  •  Experience in the development field with familiarity of government programs, and the work of international organizations;
  • Experience in report writing and capacity of working under pressure menaging many different tasks.
  • Understanding of pro-poor planning and budgeting
  • Strong administrative skills
  • Ability to speak Tetum

Computer skills:

  • Proficient in Microsoft office
  •  Excellent in Internet search

Language skills:

  • Fluency in both written and spoken English and Bahasa Indonesia
