Background

“Sustainable Urban Development and Livable Garden Community - China Programme” (hereinafter referred to as “SUC”), jointly launched by the United Nations Environment Programme (hereinafter referred to as “UNEP”) and the Beijing JiaCui Investment Management Co. Ltd• China (hereinafter referred to as “JCIM”), will be officially started in January 2015. The project will run from 2015 to 2017. Under the project, a set of guiding principles for sustainable cities and communities in China will be jointly developed. These principles will then be pilot tested in three Chinese cities and three Chinese communities identified by JCIM. UNEP will jointly collaborate with JCIM and support JCIM in giving guidance to and training concerned leaders in the above cities and communities. “Guidelines for Sustainable Cities and Communities” will be developed covering the best practices and lessons learnt from the Chinese pilot cities and communities. UNEP and JCIM will increase awareness and capacity for promoting sustainable development of Chinese cities and communities as well as encourage various implementations of SUC through institutionalized workshops and exchange activities.

Duties and Responsibilities

The International Consultant  (IC) will work closely with the team of JCIM and UNEP.  S/he will respond directly to the manager of the Project, for the performance of his/her tasks. The consultant’s main tasks will include:

  • Take part in and support  the International Senior Consultant (ISC) in the development of a set of simple guiding principles for sustainable cities and communities in China;
  • Support ISC in providing guidance to and training concerned leaders in the above cities and communities, especially as one of the trainer for the  ‘training of trainers’ workshop to train JCIM staff and city officials in using these simple guiding principles;
  • Take part in and support  the International Senior Consultant (ISC) in the  development of the full version of “Guidelines for Sustainable Cities and Communities”;
  • Support the organization of  the relevant workshops, trainings and investigation trips, etc. During these activities , to facilitate the communication and liaison with international organizations/institutes/private sectors outside China and deliver speech/presentation  at the workshops/training if necessary;
  • Contribute to the project’s communication materials, quarterly newsletter, website and other related information materials;
  • Perform other duties relevant to the project according to his/her expertise.

Deliverables

  • Quality technical products (assessment reports, issue papers, regular progress reports, speeches, advocacy materials) developed and produced through the project;
  • Developed simple guiding principles and the “Guidelines for Sustainable Cities and Communities” .

Evaluation Criteria

Candidates will be assessed based on the following technical criteria:


Technical Evaluation (70)

  • Job Related Technical  Expertise(20);
  • Relevant working experience(20);
  • Methodology & Approach to assignment (30).

Financial Evaluation (30)

The final evaluation method will be based on a cumulative analysis of both the technical and financial proposals.

  • Technical and intellectual skills in sustainable buildings and urban development;
  • Innovation, facilitation and advocacy skills;
  • Entrepreneurial abilities and ability to work in an independent manner;
  • Ability to work effectively in a team, with good relationship management skills;
  • Demonstrated ability to operate effectively in a highly complex organizational context;
  • Ability to maintain high standards despite pressing deadlines;
  • Excellent communication (both oral and written) and partnership building skills with relevant stakeholders both public and private, skill for conflict resolution and negotiation;
  • Strong analytical, writing and communication skills for report and technical documents;
  • Knowledge of standards/directives on sustainable cities, communities and buildings, preferably with experiences of development  on sustainable criteria, guidelines and systems;
  • Good knowledge of China’s environmental and socio-economic context is an asset.

Required Skills and Experience

Education

  • Master degree or equivalent in urban development and planning, building energy, environmental engineering, sustainable development, public relations, or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • 5 years of experience in one or more of the following areas: urban planning, energy supply and consumption, eco-low carbon city, building energy efficiency, sustainable buildings and communities, urban mobility;
  • Experience in development of standards and regulations/technical assistance/capacity building activities, preferably in the field of sustainable urban development/eco-low carbon buildings and cities;
  • Working experience with international organizations is an advantage, preferably with knowledge of UNEP policies, procedures and practices, etc;
  • Previous work experience in China particularly in the field of sustainable urban development/eco-low carbon cities is a strong asset;
  • Experience with event planning, organization, public relations, Chinese protocols, and communications;
  • Excellent skills of communication and partnership building.

Language

  • Fluency in written and spoken English is required;
  • Good knowledge of Chinese is an asset.

IT Skills:

  • Good IT skills.
