Background

 

I. Organizational Context


The Office of the United Nations Recovery Coordinator for Aceh and Nias (UNORC) was established in September 2005 to support the Government of Indonesia. As the Government has taken a strong lead in the post-emergency phase with the establishment of the Rehabilitation and Reconstruction Agency for Aceh and Nias (BRR), it is imperative that UNORC takes responsibility for facilitating strong coordination among the UN Agencies, the international NGO community, and bilateral donors in full and timely support of the Government’s reconstruction and recovery efforts.

Staffed by personnel from the UN Secretariat and various UN Agencies, UNORC serves as the main point of contact between the UN system, BRR and Provincial and District Governments. UNORC aims to facilitate a unified United Nations system approach, to put into place structures for coordination at all levels, to minimize gaps in the response and provide linkages and strategic policy that transcend all sectors. UNORC is also deeply committed to incorporate the principle of equity into the recovery efforts, with a particular focus on protecting and advocating on behalf of the vulnerable. UNORC works with many partners and continues to strengthen its field presence to overcome pressing issues in Aceh and Nias. Information, research, analysis and monitoring also constitute an essential service provided by UNORC to the Government of Indonesia and partner organizations through the UNORC Information Analysis Section (UNORC-IAS).

UNORC-IAS is currently composed of two units: the Information Management Unit tasked with gathering and disseminating data to ensure needs of stakeholders are met, as well as oversight on collating, cleaning and processing data sets using the common UN platform, DevInfo, also providing direct technical support to the Solutions Exchange service/project; the Statistical Research and Analysis Unit is tasked to develop timely analytical reports and data/indicator products to feed into policy making. A third and final unit, Solutions Exchange, is just now being established.

UNORC is seeking to tap into the vast knowledge base regarding the Aceh situation and will therefore establish on-line communities of practice using the proven platform of “Solutions Exchange” through which recovery practitioners in Indonesia and elsewhere can exchange knowledge, expertise, lessons learnt and good practices. The platform will not only bring together the recovery community for exchanging ideas and experience but will foster collaboration, cooperation and create opportunities for joint activities. Under the guidance and direct supervision of the IAS Chief the Project Coordinator will lead a team of 12 to develop a knowledge management environment through the web-based platform of Solution Exchange with the specific intent to tap into pools of expertise, knowledge and good practices and to establish communities of practice in key recovery thematic areas. This approach will enhance the retention of lessons learnt and good practices. The Project Coordinator will also be responsible to ensure that e-discussions take into consideration macro/provincial (e.g. ARF) and mezzo/district (e.g. KRF) level needs. The research for the development of the six communities of practice will contribute to building a rich e-documents library and other on-line resources relevant to recovery and development actors alike.

Duties and Responsibilities

 

II. Functions / Key Results Expected

  1. Manage project operations:
  • Responsible for all aspects of project management for the project to set up the Community and sub-Communities for Rehabilitation and Recovery, including representation and promotional activities, supervising the Moderation Teams, overseeing the systems and procedures introduced, and generally ensuring the project’s successful outcome.
  • Develop and direct the implementation of the Solution Exchange project. Determine the project strategy, deliverables, activities and input requirements; secure project staff and other inputs; develop and manage the implementation of the project work plan; address project problems as they arise; provide periodic reports on project progress.
  • Lead the project team to produce the first edition of the compilations of query-consolidated reply, e-consultation and e-discussion and the report on the collaborative work projects.

     2. Supervise a project team of six communities:

  • Serve as the coordinator of the six communities of practice with a total staff of 12. Each thematic area has one moderator and one research assistant (initially). The coordinator ensures the teams remain focused in their areas of discussion;

     3.  Advise the facilitating agencies:

  • Advise UNORC and the UN Country Team how best to promote, facilitate and support the Communities of Practice being established.
  • Support the establishment of community priorities, outreach strategies, monitoring and reporting policies, etc. Ensure that UNORC works strategically with Government partners (BRR & Provincial Government) and the six Steering Committees in this regards. Work closely with the Steering Committee (Resource Group) for each community, convene meetings, prepare agendas, etc.
  • Work closely with UNORC Programme Policy Support Unit and the different Thematic Advisors (such as Gender, Aid Coordination, Post Conflict) via the Steering Committees to introduce key issues and needs into the e-discussions and e-consultations within the communities of practice. Identify for discussion, analysis and feed back key data and information needs of ARF/KRF as well as in cross cutting thematic areas like gender and environment.

     4. Act as the spokesperson for Solutions Exchange Aceh:

  • Support the development and launch of an outreach campaign for the three services (query-consolidated reply, e-consultation & e-discussion) that are core to the Solutions Exchange approach.
  • Support the mid-term review and development of further strategies. The project team, lead by the coordinator, will also convene workshops with key stakeholders and participants for stocktaking and to determine ways forward.


    5. Address other issues as they arise in a manner that is timely and effective.

III. Impact of Results


The key result expected from a fully operational Solutions Exchange project: to build and enhance collaboration and cooperation in a sustainable manner through a systematic knowledge management system; to ensure that the Solutions Exchange platform becomes a common service to the entire recovery community; to direct the work of six thematic areas:

  1. Housing and Infrastructure, covering issues relating to temporary shelter, barracks, beneficiary criteria including renters, land title including joint titling, community planning and management, village infrastructure, social infrastructure, water and sanitation, quality control, etc.
  2. Health and Nutrition, covering issues relating to reproductive and mental health, hygiene, disease surveillance, child and maternal health, communicable disease control, health information systems, etc.
  3. Education, covering strategies for access to education, school development planning, vocational training, teacher training, etc.
  4. Disaster Management and Risk Reduction, covering issues relating to disaster preparedness and mitigation, disaster risk reduction, coastal protection, early warning capacities, and contingency planning.
  5. Economic Development Community, covering livelihoods, micro-credit, sectoral planning and investment, natural resources management, Hyogo Framework for Action -  2015
  6. Governance Community, covering democratic decentralization, transparency and accountability, rule of law, gender equality, local jurisprudence, civil service reform, public procurement reform, local governance, and local government capacity building

V. Recruitment Qualifications


Education: 

University degree (Bachelor and Masters) preferably in management, development specialization, sociology, political science or other relevant field; or the equivalent combination of education and experience in a related area.


Experience: 

At least 7 years for Bachelor and 3 years for Masters degree progressively responsible experience in project management; practical experience with the design and/or implementation of communities of practice or other similarly based knowledge networks; a sound experience in communications and reporting, advocacy, public awareness campaigns; an in-depth understanding of current events in the post-conflict and post-disaster environment is essential;

Working experience with UN Agencies or comparable international development organizations would be an asset Reporting and analytical skills are important.
