Background

Established in 2006, the Humanitarian Response Fund (HRF) is a pooled fund managed by the Humanitarian Coordinator (HC) with the operational support of OCHA. Originally designed as a mechanism for responding to unforeseen emerging needs, the HRF complemented donor support to identified needs through the national Humanitarian Requirements Document (HRD) and appeals launched by UN agencies and NGOs.  

At present, the HRF is one of the principal sources of humanitarian financing in Ethiopia (contributing an average 20 per cent of the total non-food support since 2011), funding life-saving projects for the most vulnerable disaster-affected communities, with a focus on otherwise underfunded sectors including nutrition, water and sanitation, and health. It also has demonstrated its ability to support communities with building disaster resilience and makes a vital contribution to the functioning of the humanitarian system in Ethiopia.

Duties and Responsibilities

The survey will look at the ongoing relevance of the goal of the HRF.  In particular, the review will assess the relative strengths and weaknesses of the current form of support in terms of its management arrangement, funding, selection of implementing partners, project monitoring, donor coordination, coordination with other instruments.

Within limits of delegated authority, the Consultant, reporting to the HRF Manager, and under the oversight of the programme officer, will be responsible for the following duties:

  • Discuss with the HRF team and OCHA management to identify key areas of the evaluation for the performance of the Fund;
  • Discuss with the HRF Review Board and key cluster representatives/focal persons to understand the major areas of focus for the survey;
  • Discuss with the major donors of the Fund to ensure coverage of key issues for the survey;
  • Develop a questionnaire informed from the discussions with the stakeholders of the Fund;
  • Develop/transfer the questionnaire into the OCHA standard survey system;
  • Regularly follow up responses and feedback from the stakeholders, and send out reminders as required to ensure feedback from partners of the HRF;
  • An average of 40 respondents are expected to provide response to the survey;
  • Analyse and synthesize the responses/feedback;
  • Identify creative way of presentation of the findings/data including graphics, PPt etc;
  • Develop a narrative summary of the findings to be included in the HRF 2014 Annual Report;
  • Ensure to meet the deadline for the reporting requirement of the HRF Annual Report;
  • Provide a synthesized feedback/presentation to the HRF Review Board/Advisory Board.

Functional competencies:

  • The consultant should be familiar with the pooled funding instruments and the workings of the HRF and principles of good humanitarian donorship;
  • Excellent writing and analytical skills and demonstrated ability to present complex information in a concise and attractive manner are critical.
  • The consultant should have an understanding of the humanitarian situation in Ethiopia and the activities of UN agencies and NGOs in delivering humanitarian assistance in Ethiopia. 

Required Skills and Experience

Education:

  • The consultant should have a minimum of B.A. degree in Journalism and Communications; Information management, Political Science and other related fields

Experiences:

  • The consultant should have a minimum of 7 years of relevant experience in conducting similar work and also have familiarity with UN system;
  • The consultant should be familiar with the pooled funding instruments and the workings of the HRF and principles of good humanitarian donorship

Language: 

  • Fluency in the UN language of the duty station is required.
