Background

To fully track and monitor the progress made in meeting the MDGs, and to leverage on the emerging post-2015 development framework, the National Planning Commission in conjunction with UNDP would like to engage the services of an experienced National Consultant to assist in developing a 2014 MDG Report (MDGR). So far, Ethiopia has produced four (4) MDGRs in 2004, 2008, and 2010 and in 2012, respectively. Monitoring of the MDGs provides a means for benchmarking and assessing progress towards human development. The proposed 2014 MDGR will, in addition, be expected to analyze the unfinished business of MDGs as they come to an end in 2015. Noteworthy, MDGRs help engage political leaders and top decision-makers, as well as to mobilize civil society, communities, the general public, parliamentarians and media in a debate about human development. The 2014 MDGR will be produced through a rigorous evidence-based approach using official data and statistics by capturing the MDG trends on the ground, show lessons learnt and also reflecting on the changing development context in Ethiopia.

 

Duties and Responsibilities

The main objective of this assignment is to prepare the 2014 Millennium Development Goals Report for Ethiopia. Specific objectives include:

  • To rigorously assess progress  and challenges in meeting  the MDGs by end of  2015;
  • To reflect  on national milestones around the MDGs and their influence on the country’s development agenda, i.e., the extent to which MDGs informed the adoption of policies, strategies and programmes;
  • To analyze socio-economic  trends towards  the achievement of MDGs;
  • To identify  the unfinished business of MDGs and emerging issues, including the post-2015 development agenda.

The 2014 MDGR is expected to be sufficiently evaluative and analytical, and to be punctuated with a rigorous analysis of trends, lessons learnt, challenges and unfinished business that need to be taken onboard during the next set of Development Goals and in the next medium -term development strategy for Ethiopia (i.e. GTP II).  in line with the United Nations Development Group (UNDG) Guidance Note of May 2013 (The 2013 Addendum to the MDG Country Report Guidelines), and other UNDG Guidance Notes for MDG Reporting at country level, the consultant is therefore expected to perform (but not limited to) the following tasks:

  • Analyze the impact of the MDGs on the national development agenda, including, identifying initiatives that were adopted to help drive progress towards the meeting MDGs within the respective sectors;
  • Analyze trends (rates of change) in achievements (i.e., whether it is increasing, decreasing or remained the same and analyze why) and inequalities (distributional impacts) with data disaggregated by sex, place of residence (urban/rural) and national regional states;
  • Identify the unfinished businesses of MDGs and emerging issues—identification of the country’s current development priorities that extend beyond 2015.

Required Skills and Experience

Education:

  • At least Master’s degree in Economics, development studies, social science, and related fields. PhD will be an added advantage.

Experiences:

  • At least 7 years of  working experience with demonstrable knowledge and experience in writing MDG reports, or similar  reports;
  • Experience of working in multi-cultural environment;
  • Must have demonstrable  knowledge and experience of working on macro-economic and socio-economic  development issues in Ethiopia.

Language: 

  • Fluency in English (written and oral) is required.
