Background

 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

Under the direct supervision of the Programme Associate (PAsc) / Senior Programme Associate (SPAsc) in Meulaboh, the Finance Assistant (PA) is responsible for the efficient and proper financial management of UNDP’s Tsunami Recovery Waste Management Programme (TRWMP) activities in respect to monitoring and reporting, and organization of operations centre activities including vehicle management and maintenance of office bills and accounts.

The Financial Assistants of the TRWMP provide support and assistance to the Programme Team in ensuring financial project outputs and targets are delivered satisfactorily and office operations run smoothly. He/she is required to work closely with UNDP’s government implementing partners/ contractors to ensure all funds are disbursed transparently in accordance with project documents and that all financial documentation is in order.
He/she is also required to liaise with operations staff in the Banda Aceh office to cover office operations activities.

 

Duties and Responsibilities

 

II. Functions / Key Results Expected


1. Ensures implementation of operational strategies focusing on achievement of the following results:

  • Full compliance of financial processes and financial records with UN/UNDP rules, regulations, policies and strategies.
  • Input to the programme work plan and strategies and elaboration of the content of Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.
  • Assist in the communicating and delivering the overall TRWMP financial management strategy, objectives and activities


     2.   Provides accounting and administrative support to the Finance Unit focusing on achievement of the   following results:

  • Proper regular financial control following UNDP procedures for all supporting documents related to payments sent by government implementing partners and contractors.
  • Undertake regular financial monitoring and evaluation of government implementing partners/contractors and make appropriate recommendations & suggestions following with UNDP Guidelines for Implementing Partners.
  • Prepare reports on activities supported by the programme, including activities undertaken by implementing partners/contractors.
  • Prepare and submit request for payments to UNDP Jakarta.
  • Monitor budgets for the TRWMP and advices supervisor of any critical variations in the budget.
  • Ensure that all financial activities, record, invoices or related done/sent by implementing partners/contractors are correct and valid.
  •  Maintenance of the proper filing system for finance records and documents.
  • Maintenance all reports of expenditures control system (project tracking) which ensures that all processed with matched and completed, transactions are correctly recorded and maintained Atlas record; and other entitlements are duly processed
  • Support programmes activities by giving input and recommendation for financial and budget plan.   
  • Maintenance of the Accounts Receivables for UNDP projects and deposits recording in Atlas in coordination with UNDP Jakarta.
  • Assist the designated engineer in regards to the payment process for contactors.

3.   Ensures proper Financial management system functioning focusing on achievement of   the following results:

  • Maintain project tracking and budget expenditures based on Implementing Partners and contractors’ record. .
  • In coordination with UNDP Jakarta in maintaining all financial data.

4.   The Operations and Administrations duties will include the following:

  • Handling of petty cash for TRWMP staff and activities in Meulaboh and West coast.
  • Handling of fuel receipts (TRWMP vehicles only).
  • Car and driver management (in coordination with Banda Aceh office).
  • Handling of Utilities bills, phone, water, electricity etc.
  • Travel arrangement in coordination with Banda Aceh office.
  • Maintenance of stationary supply.
  • Other operation and administration duties as required.

5. Supports knowledge building and knowledge sharing in the Field Office particularly for programs’ implementing partners focusing on achievement of the following results:

  • Liaise and work with Government & Non-Governmental Organizations (NGOs) and other project partners.
  • Knowledge sharing for financial expenditures recording and reporting to the implementing partners/contractors.
  • Participation in the trainings for the operations/ projects staff on Finance.
  • Contributions to knowledge networks and communities of practice.


III. Impact of Results


The key results have an impact on the execution of the TRWMP financial services management in terms of quality and accuracy of work completed.  Accurate data entry and presentation of financial information and client-oriented approach enhances UNDP capability in use of financial resources and particularly in enhancing transparency and capacity of TRWMP implementing partners.

The impact of the operation and administration duties is the smooth running of the Meulaboh and west coast programme activities.

The Financial Assistant Duty Station will be in Meulaboh, covering the West Coast area including, Aceh Jaya, Simeulue, Aceh Barat, Nagan Raya, Nias, and Nias Selatan district.

Required Skills and Experience

 

V. Recruitment Qualifications

Education: 
Minimum university degree or equivalent in accounting, financial or business management or economic discipline.

Experience: 
Minimum 3 years of relevant finance experience is required at the national or international level. Experience in office administration. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet, database packages, and experience in handling financial record/system.

Language Requirements
Fluency in the UN and national language of the duty station
