Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

 

I. Organizational Context


Due to the increasing number of Avian Influenza (AI) cases globally, the UN has been working on its AI Pandemic Preparedness for its UN family globally. As part of this global UN effort and in accordance to the Pandemic Planning and Preparedness Guidelines for the UN System dated 15 March 2006, the UN family in each country is to appoint a Pandemic Influenza Coordinator to prepare plan and monitor the preparedness. UN agencies in Indonesia have been working closely on its UN Indonesia AI Pandemic Preparedness, especially since Indonesia is considered to be a high risk country for AI pandemic. According to the data from WHO Indonesia and from the Ministry of Health, there are 74 confirmed AI human infection cases, of which 57 are dead as of 27 December 2006. Thus, there is a need to have a UN Pandemic Preparedness Plan Coordinator in Indonesia to effectively coordinate UN Indonesia AI Preparedness. The incumbent will be working under the supervision of the Deputy Resident Representative (Operations) - UNDP Indonesia and the Epidemiologist for AI Response Team – WHO Indonesia, and will be based in WHO office Jakarta.

Duties and Responsibilities

II. Functions / Key Results Expected

  • To operationalize the activities outlined in the preparedness plan.
  • To provide support to the Operations Management Team during escalation of pandemic phases.
  • To liaise with external stakeholders, such as UN approved physicians and hospitals, regarding the UN system preparedness plan.
  • To liaise with the government's Avian Influenza Taskforce and Ministry of Health on pandemic preparedness issues impacting on the UN.
  • To partake in other activities relating to the UN's preparedness for an influenza pandemic
  • To revise the current UN system's pandemic preparedness plan in Indonesia.
  • To interpret and assess the impact of national policy on pandemic, outbreak containment and response for the UN in Indonesia.

    III. Impact of Results

 The key results have an impact on the overall UN agencies in Indonesia's AI preparedness plan and response action in order to: protect their staff, continual of their operations as well as to support national efforts during a pandemic.

  • Ability to write reports and plans in both English and Bahasa Indonesia.
  • Strong interpersonal and communication skills.

Required Skills and Experience

V. Recruitment Qualifications

Education:

Bachelor's Degree in nursing or medical education.

Experience:

 

 

  •  Minimum 6 years of experience with Bachelors degree ?or 7 years of experience?with Diploma in establishing public health programs in occupational setting.
  • Proven experience in coordination of logistics and mobilization of human resources (volunteer management experience an asset).

Language Requirements:

  •  Fluency in written and spoken English and Indonesian.
