UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

He/She will be responsible for regular reporting to the National Project Director through Project Executive  while maintaining close communication over operational issues as strategic opportunities arising from the project implementation with Deputy II NPD and Deputy III NPD.

Internally, the Program Manager leads the Project Management Unit (PMU) at Implementing Agencies in close collaboration with Project Executive and Technical Task Force Team. Externally, s/he represents the Implementing Agency and UNDP in the project implementation and management.

Duties and Responsibilities

 

II. Functions / Key Results Expected

Summary of Key Functions:

  1. Managing day-to-day project implementation and leading the PMU ( 70% )
  2. Providing technical assistance to the NPD, Deputy NPDs and the project ( 30 % )
  3. Understanding and good experience in audit procedures under UNDP and NEX guide line

I. Project Management

  • Planning
  1. Organize joint planning meetings involving Implementing Agency, UNDP and other relevant parties to develop an annual workplan and a corresponding budget plan with clearly milestones contributing to the achievement of target outputs defined in the Project Document (PRODOC) and get it approved by the NPD, Deputy II & III NPD.
  2. Develop quarterly workplans and expenditure plans based on the agreed annual workplan.
  3. Brings input to the Deputy  II & III NPD, and the Project Executive for revisions to the workplan and budget plan based on the operational and strategic appreciation of project implementation with given conditions.
  4. Consolidate and synchronize proposals of project beneficiaries with project annual workplan and targets, providing advice on the appropriateness as well timeless of these proposals according to established targets and timeframes.
  • Implementation
  1. Prepare Terms of Reference (ToR) for required inputs (individual and institutional consultancy services, procurement of goods, organization of training, seminars etc) with expert technical support as required.
  2. Supervise the PMU staff and consultants and evaluate their performance in delivering individual outputs as described in their ToR.
  3. Mobilise competent national and international experts that are needed by the beneficiaries of the projects, following the agenda and activities that are supported by the projects;
  4. Follow-up and ensure that required inputs are processed in timely and transparent manner and mobilise competent national and international expertise as required.
  5. Confirm and attest to the timeliness of submission and the quality of goods and services procured for the projects.
  6. Review project resource requirements and provide advice to the NPD through Project Executive on the need for budget adjustment and revision.
  • Monitoring and Evaluation
  1. Monitor project progress against annual and quarterly workplan and budget plans, and prepare subsequent reports, and carry out consultation with the Project Executive of the Project Board.
  2. Monitor and evaluate activities implemented by partners.
  3. Liaise with the Implementation Agency, UNDP and Project Executive on the conduct of project evaluation and ensure access by the evaluators to project documentation, personnel and institutions involved in the project
  • Reporting and Auditing
  1. Prepare project progress reports (quarterly and annual/financial and substantive) against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets and inputs provided by the project.
  2. Prepare final project report, with an analysis of progress towards expected results as defined in the PRODOC and subsequent workplans and budgets. Together with Project Executive   and UNDP, organize final project review meeting.
  3. Establish and maintain a systematic filing system of key documents (in hard copy and softcopy) in line with audit requirements.
  4. Assist UNDP Program Manager / Officer & Project Executive in closing projects operationally and financially in accordance of rules and regulations of UNDP and in close coordination with implementing agencies.
    Liaise with UNDP & Project Executive on the conduct of project audit and ensure access by auditors to project documentation, personnel and institutions involved in the project. Ensure that audit recommendations are complied with


II. National and Local Technical Assistance

  • Knowledge Management
  1. Ensure that relevant project outputs, best practices and lessons learned are disseminated, complying with the requirements of the implementing agencies, UNDP and other donors.
  2. Identify relevant databases and facilitate access by project partners to relevant, state of the art information.

Represent the Deputy II & III NPDs and the local  implementing agencies as required in networks and events that are relevant to project(s) under his/her responsibility. Carry out consultation with the Project Executive as necessary.

  • Networking and Coordination
  1. Identify and establish relations with local & national networks that could provide technical and advisory support to efficient and effective project implementation. Actively consult and discuss with the Project Executive should Project Board attention is needed in this matter to magnify network further to national coverage.
  2. Assist the Deputy II &  III NPDs, and the local implementing agencies in organizing coordination meetings with project partners, donors, UNDP, etc as required


III. Impact of Results

Project implementation in line with the objectives of the project and local Implementing Partner & Program PMD Mahakam rules, regulation and procedures is critical to ensure achievement of GOI & UNDP Country Programme outcomes. A client-oriented and efficient approach has impact on the image of GOI & UNDP CO.

Required Skills and Experience

 

V. Recruitment Qualifications

Education 
Minimum Master’s Degree in Environmental Science, Social Development, Fisheries, Forestry or equivalent in Environmental Project Management.

Experience
Minimum 3 – 5 years of relevant experience at the national in development areas, among  which dealt with project management

Proven experience in providing management advisory services,  hands on experience in design monitoring and evaluation of development project.

Demonstrated knowledge and experience in the thematic area of concerned project is essential.

Familiarity of local government as well as UNDP system, rules and procedures is an advantage

Experience in the usage of computers and office software packages and in handling of web-based management system.


Language Requirements
Fluency in written and spoken English and Indonesia and good knowledge of Banjar or Bugis language is an advantage.
