Background

 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.


I. Organizational Context


I.  BACKGROUND TO THE POSITION

The LEAD Project aims to increase access to justice across Indonesia through support to legal services, legal capacity development, legal and human rights awareness and related development activities for the poor and other disadvantaged groups.

Key steps in accomplishing these objectives include:

  • Establishing a grant-making facility that is primarily focused on CSO empowerment;
  • Providing civil society support and capacity development;
  • Ensuring legal and human rights empowerment at the grassroots level;
  • Fostering a human rights-based approach among civil society activity development and implementation; and
  • Constructively engaging State authorities.

At the national level, LEAD supports Government of Indonesia momentum in working towards the development of a comprehensive national access to justice strategy for inclusion in the National Medium Term Development Plan for 2010 to 2014.  Complementing this effort, the project will establish a Coordination Secretariat in BAPPENAS to support the coordination and harmonisation of donor assistance in the legal and justice sector.

LEAD also works with Indonesian civil society to support the legal and human rights empowerment of poor communities by improving access to information and free legal assistance. In North Maluku, Southeast Sulawesi and Central Sulawesi, the project provides small grants to non-governmental organizations (NGOs) and other civil society organizations (including universities) to carry out activities aimed at increasing access to justice for the poor and disadvantaged. 


Grant activities seek to strengthen public awareness and legal empowerment (with an emphasis on women’s rights, land and natural resources, and local governance issues) and assist the legal service community to provide free legal assistance to the most vulnerable and marginalized. Further, the project facilitates community participation in, and oversight of, local government policy implementation and service provision.

2. ROLE

Under the guidance of the National Project Director for the LEAD Project, the primary responsibility of the Strategy Development Facilitator is to support BAPPENAS in the process of developing the National Access to Justice Strategy, and to support the development of the coordination and harmonisation mechanism for the legal and justice sector.  The post holder will work alongside two other full time staff and 2-3 temporary administrators.  The post holder will supervise the daily activities of the Strategy Development Facilitation Assistant.

Duties and Responsibilities

Summary of key functions:

Under the leadership and guidance of the Director of Law and Human Rights of BAPPENAS (National Project Director for the LEAD Project) the primary responsibilities of the Strategy Development Facilitator are to:

  1. Facilitate the development of an integrated and comprehensive strategy for access to justice for implementation through GoI and non-GoI justice and community development activities and for inclusion in the 2010-2014 Medium-Term Development Plan;
  2. Establish relationships and maintain regular communication with relevant government, civil society and donor agencies active in access to justice, human rights, legal and justice sector reform; 
  3. Identify relevant government, civil society and donor agencies active in access to justice, human rights, legal and justice sector reform, and collect information on their current activities.  This would include, but not be limited to project documents, progress report, future plans, budgets, etc.;
  4. Compile and tabulate this information into matrix form and periodically update quarterly and annual output targets and indicators, progress and achievements, as well as future plans and priorities and activities;
  5. Provide secretariat support to the organization of and support to regular sectoral coordination meetings, chaired by the Director of Law and Human Rights of BAPPENAS;
  6. Act as an information and reference point for government, civil society and donor agencies active in access to justice, human rights, legal and justice sector reform;
  7. Support the development of systems and processes to align donor assistance to GoI priorities in the area of legal and judicial reform, and ensure that regular monitoring and reporting takes place;
  8.  Support and facilitate further harmonization efforts, such as joint monitoring missions;
  9. Initiate and facilitate meetings between the Director of Law and Human Rights of BAPPENAS and LEAD Project Sector Coordinators for any substantial matters that need to be discussed;
  10. Other duties related to improved information sharing, coordination and harmonization within the sector, as directed by the Director of Law and Human Rights.


III. Impact of Results


Project implementation in line with the objectives of the LEAD Project and UNDP rules, regulations and procedures is critical to ensure achievement of UNDP Country Programme outcomes.  A client-oriented and efficient approach has impact on the image of the UNDP CO.

Required Skills and Experience

V Recruitment Qualifications


Education: 
Masters degree in Law, Public Administration, Economics, Political Sciences, Social Sciences or a related field.

Experience: 

Essential

  • Minimum 2 years of relevant experience working on social development and/or justice-related issues
  • Knowledge and experience in working on improving access to justice and pro-poor justice sector reform
  • Understanding of current political and economic policies in Indonesia
  • Excellent communication skills and proven ability at networking with government, civil society and donor agencies
  • Strong experience in the usage of computers and office software packages

Desirable:

  • Experience in working with Indonesian government institutions
  • Demonstrated knowledge and experience in working on developing blueprints or grand strategy in legal or judiciary reform is an advantage


Language Requirements

Strong written and spoken Bahasa Indonesia and English
