Background

Purpose

The Programme Analyst will provide technical and programmatic support to national efforts on implementation of the Zanzibar National HIV&AIDS Strategic Plan (ZNSP II), the implementation and monitoring of UNFPA’s support to Zanzibar including ensuring that a multisectoral HIV/AIDS response is fully integrated with efforts to promote sexual and reproductive health including  family planning , through identifying strategic partnerships, building systems to improve performance, establishing evidence–based advocacy and policy dialogue. As part of the One UN, the Programme Analyst will also work with partners within and outside the UN to deliver on the One UN Programme. This position requires national and international travel when necessary.

Organisational Setting

The UNFPA Tanzania Country office comprises a team of 36 staff, 5 of whom are based in Zanzibar. The incumbent will work as part of the One UN to ensure that population issues are central to national initiatives to promote social economic development in the context of the MKUKUTA and MKUZA. He/she will provide HIV sector support through the implementation of the United Nations Development Assistance Plan (UNDAP). The Programme Analyst will work closely with the UNFPA programme as well as operations teams in Zanzibar and Dar es Salaam, using UNFPA and national systems and tools to deliver development results.

Under the overall guidance of the UNFPA deputy representative, and the direct supervision of the programme analyst SRH, the programme officer will specifically carry out the following duties and responsibilities.

Duties and Responsibilities

Management and policy dialogue:

  • Supports the establishment and maintenance of collaborative relationships with counterparts in government, multilateral, bilateral partner agencies and civil society in Zanzibar, represents UNFPA in meetings, workshops and seminars organized by key stakeholders; and participates in policy dialogue in HIV and adolescent sexual and reproductive health;
  • Advises government, at policy and technical level to incorporate strategies that ensure access to HIV prevention and youth friendly services including family planning services, into the national developmental frameworks including the next generation of MKUZA;
  • Support government in the integration of reproductive health and HIV/AIDS interventions into a strengthened health system, including enhanced access to HIV and SRH service by the key population;
  • Represent UNFPA at UN inter-agency meetings for HIV, government-led technical committees and development partners group in HIV to promote change and enhance effectiveness and impact of UN;
  • Ensure strategic partnerships between government, civil society, faith-based organizations, parliamentarians, media, youth groups, UN and other development partners to promote culturally-sensitive, rights-based, and gender sensitive advocacy efforts in sexual and reproductive health including HIV prevention.

Programme and Technical Support:

  • Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new ones if necessary; identifies constraints and resource deficiencies and recommends corrective action. Monitors project expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels;
  • Appraises project proposals ensuring that they are in accordance with UNFPA policies and procedures and advises the UNFPA representative accordingly. Monitors and reviews the implementation of financial administration related to audit observations and findings; and general compliance with the established programming procedures and regulations, financial and substantive  accountability and reporting;
  • Analyzes and shares with government, civil society and development partners, existing knowledge on sexual and reproductive health/FP and HIV prevention including highlighting information and research gaps, and proposing cost effective, gender sensitive and culturally appropriate development approaches;
  • Prepares documentation and requests for assistance for purpose of mobilizing resources for priority programs and projects.
  • Documents lessons learned and shares with programme management, and the UNFPA country office, for use in planning future strategies;
  • Provide input into the development of global UNFPA’s policies and strategies using in-country experience in sector reforms, aid effectiveness and UN reforms;
  • Assesses the national capacity and promotes the use of national expertise whenever appropriate, supplementing national expertise with international technical assistance Ensure that UNFPA responds adequately to national requests for technical support, including on HIV Prevention, comprehensive condom programming, young people out-of-school, HIV and sex work and SRH. secure appropriate and timely technical assistance;
  • Advocates for and supports government to build sustainable disaggregated data systems, based on surveys and routine data and that allows for effective planning, monitoring and evaluation of health interventions. Performs any other function as may be assigned by the UNFPA representative, deputy representative, and the assistant representative – reproductive health or head of Zanzibar Liaison Office (ZLO).

Required Skills and Experience

Education:

  • Medical degree or bachelor degree in any of these fields - Sociology, Anthropology and/or other related social science field. Advanced degree in Public health is an added advantage.

Experience:

  • Prior professional experience of at least three years preferably in programme management in sexual and reproductive health and HIV prevention in the public or private sector;
  • Knowledge of the country context and good understanding of the government systems, particularly in the social development areas and HIV programming;
  • Experience in working in a multi-cultural environment and at district and/or community level;
  • Strong results orientation, with proven experience in using results-based management tool;
  • Strong analytical and strategic thinking and sound judgment; team building and advocacy skills;
  • Able to promote teamwork between UNFPA and its partners as well as within the UN System;
  • Experience in programme/project planning, design, follow-up, monitoring and Evaluation.

Language:

  • Fluency in oral English and Kiswahili and excellent writing skills in English are required. 

Computer Skills:

  • Candidate must be proficient in current office software applications.
