Background

 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

UNDP Indonesia has been going through a number of changes. In order to harmonize the way UN agencies work with the Government, United Nations Development Assistance Framework (UNDAF), Country Programme Document (CPD), Country Programme Action Plan (CPAP) have been adopted and introduced as a common planning frameworks. These changes are accompanied by various policy and operational changes in the programme and project planning within UNDP. UNDP Indonesia has also expanded its geographic coverage and delivery volume, under the core thematic areas of MDGs support, Energy and Environment, Democratic Governance, as well as Crisis Prevention and Recovery.
In order to enhance the quality of and synergies between various UNDP supported projects, programme planning and coordination officer will be recruited under the Planning, Monitoring, and Evaluation Unit (PMEU).

Duties and Responsibilities

 

Duties and Responsibilities:

Under the supervision of the Head of the PMEU, and in close collaboration with Monitoring and Evaluation Analyst, the    incumbent will:

Identify opportunities to synergise UNDP programmes/projects internally and within other partners.
Provide UNDP staff and Implementing Partners with guidance on applying UNDP’s tools and programmatic rules and regulation such as: Results-based Management (RBM), CPD/CPAP, PRINCE 2, ATLAS, Balance Score Card (BSC) target, and Multi-Year Funding Framework (MYFF). As necessary, facilitate training courses.
Assist UNDP's Programme Units and their counterparts in designing and planning new projects, particularly in relation to the synergies with other projects and compliance with UNDP’s rules and regulations
Assist BAPPENAS and UNDP staff to effectively plan the implementation and monitor the progress of the Government-UNDP country programme, and the status of thematic programmes and projects in utilizing programme planning, monitoring and evaluation tools.
Assist in establishing working relationships and exchange information with other UNDP country offices in Asia and the Pacific, including UNDP Regional Centres and HQ
Strategise resource mobilization for country office through keeping abreast of donor countries’ s assistance priorities.
Backstop the joint project between UNDP and Bappenas: Strengthening the Capacity for Programme Development and Coordination (SCPDC).
Serves as the primary interlocutor with BAPPENAS and other key government institutions related to programme/project development.

  The successful candidate will be an Indonesian who meets the following criteria and performance dimensions:
  University degree in a relevant discipline, including development, economics and/or business administration.
  A minimum of 6 years for Bachelor’s degree or 2 years for Master’s degree of practical and relevant professional    experience; 
  Excellent conceptual and analytical ability geared towards producing results within often short deadlines;
  Excellent verbal and written communication skills in English and Indonesian;
  Well developed inter-personal skills, and a proven ability at networking with Government, civil society and  donor  agencies; 
  Ability to prioritize multiple tasks under pressure and to work independently;
  Previous experience with UNDP or other international development agencies strong asset
