Background

 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.


I. Organizational Context

The United Nations Development Programme (UNDP) works to support democratic development and the promotion and protection of the rule of law in Indonesia. Democratic governance provides the necessary enabling environment to reduce inequalities, alleviate poverty and achieve the Millennium Development Goals (MDGs).
UNDP’s Parliamentary Support Projects – Parliamentary Reform and Public Engagement Revitalization (PROPER), and Parliamentary Reform Initiative and DPD Empowerment (PRIDE) are part of UNDP’s broader Deepening Democracy Programme. These projects aim to strengthen parliamentarian’s capacities to consolidate democracy in Indonesia to better carry out key functions, including drafting and deliberating new legislation, review and approval of state and local government budget and expenditures, as well as improved oversight to monitor and evaluate the implementation of laws and policies by the Government’s executive branch.

UNDP’s Parliamentary Support Programme aims to bolster democratic procedures within the Parliament through the refinement of standing orders and a code of ethics, transparency and accountability in the legislature. The two projects will focus on developing communications between the legislatures and their constituents and improving the quality of support to members of the parliaments.

In order to improve the visibility and transparency of the Parliamentary Support Programme and to strengthen the quality of the project’s internal and external reporting and communication mechanisms, a qualified professional is sought to fulfill the fulltime position of Communication and Reporting Officer.

 

Duties and Responsibilities

 

II. Functions / Key Results Expected

The Communication and Reporting Officer will be working under the direct supervision of the Project Manager and in close collaboration with other UNDP project and programme staff, as well as the UNDP Country Office Communication Unit.

Specific duties include:

  1. Develop and implement the projects’ communication strategy, mechanisms and action plans with clear targets and indicators that will serve to increase the project’s exposure.
  2. Provide support in day-to-day reporting on the status of project implementation and analysis of programme activities.
  3. Based on input from the project staff, produce high quality and easy to read monthly, quarterly and yearly project progress reports for bilateral donors, UNDP programme management, and other stakeholders.
  4. Edit, format and adapt form and content of all programme documentation into a standard set of highly attractive, profile enhancing, easy to read, concise and accurate documents with high quality analysis.
  5. Co-ordinate and produce newsletters, booklets, fact-sheets, project publications, draft correspondence and other relevant materials with a standard project style in English and Indonesian.
  6. Together with the Project Manager lead editorial and planning meetings for project publications, and liaise with external advertising, design and printing contractors.
  7. Review and give inputs for any publication, books, and other materials.
  8. Develop, manage and improve website content, gaining input from other project staff as necessary.
  9. Support project staff in organizing and managing seminars, workshops, press conferences and attend briefing meetings as required.
  10. Perform other duties as required by the Project Manager that may involve other aspects of programme work.

Required Skills and Experience

 

V. Recruitment Qualifications

Education: 

  • Post graduate university degree or its equivalent in public relations, communications, journalism, international relations, liberal arts or another relevant discipline
  • Proven interest and knowledge of governance and development issues a definite asset


Experience:

  • At least 5 (five) years of professional experience in communications, public information, or related field
  • Proven experience in website management
  • Demonstrated experience in successfully writing for a broad range of audiences
  • Previous working experience with the UN or other international organizations highly advantageous


Language Requirements:

  • Excellent oral and written communication skills in English and Indonesian mandatory

Other qualifications 

  • Very good command of ICT applications (Excel, Word, Access, Outlook and Adobe Photoshop or other relevant publishing software)
