Background

 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.


I. Background

The UN Millennium Campaign is an United Nations inter-agency initiative that encourages and supports citizens' efforts to hold their governments to account for the achievement of the Millennium Development Goals (MDGs). The Campaign’s Asia regional team works with citizens across six key constituencies - civil society organizations, parliamentarians, local authorities, youth, media and the private sector in various countries.

The primary role of this post will work in close collaboration with UN agencies in Indonesia in developing and implementing a campaign and advocacy strategy for achievement of the MDGs, in cooperation between the UNCT and the UM Millennium Campaign

II. Organizational Context


Under the over-all guidance of the UN Resident Coordinator in Indonesia, the National Campaign and Advocacy Analyst will report to Communication Advisor the RCO on a day to day basis and the Asia Deputy Director of the UN Millennium Campaign. The principal role of the MDG Campaign and Advocacy Analyst will be to ensure implementation of  the MDG campaign and policy advocacy initiatives as well as to operationalise the UN inter-agency collaboration and public and media outreach at the national level.  The successful candidate will be expected to be(come) knowledgeable about the situation and issues concerning MDG implementation in Indonesia, as well as to identify opportunities for UN agencies in Indonesia to advocate for achieving the global goals.  The Analyst will work under the overall guidance of the UNCT Indonesia., and network directly with the Communications Group of the UN system.

 

Duties and Responsibilities

III. Functions / Key Results Expected

The successful candidate will be expected to quickly become familiar and knowledgeable on the status of the MDGs, learn which UN agencies are working specifically on which MDG by meeting and learning from them, engage with key civil society partners and constituencies, and understand the political dynamic and environment of the United Nations in Indonesia.

Key responsibilities:

1.  To ensure advocacy,  as well as planning and designing internal and external strategies of communication activities for the MDGs under the leadership of UNCT.

Conduct of communications needs assessment

  • Development/production of campaign and advocacy instruments and materials for awareness-raising campaigns as needed.
  • Synthesis of proposals for project formulations to integrate advocacy and communication strategies into all aspects of UN development programme as applicable

This also entails strategic support to the inter-agency group of Communications Officers (including support on organizing meetings, facilitate inter-agency dialogue, secretarial support) which is leading the efforts for MDG promotion of the UN in Indonesia

 2.    Ensure implementation of operational strategies, focusing on the achievement of the following results:

  • Effective implementation of advocacy and communication strategy and plan for the MDGs
  • Management of campaign and advocacy materials
  • Effective supporti for national partners in communicating and advocating for the achievement of the MDGs in Indonesia, through a results-based framework.
  • Information availability on sustainability partnership based on Exploration of this  partnerships with civil society, youth, and media groups, organizations of Local Authorities and Parliamentarians – all to hold governments accountable for the achievement of the MDGs in Indonesia by 2015.
  • Support UNCT Indonesia in strategic coalition building/networking and advocacy especially for key policy opportunities and events.
  • Help UNCT Communications Group to develop a comprehensive advocacy strategy around  key policy moments for achievement of the MDGs.

3. Ensure facilitation of  knowledge building and sharing focusing on Millennium Campaign strategies and tools :

  •  Identification and synthesis of best practices and lessons learned directly linked to MDG  and its activities.
  •  Sound contributions to knowledge networks and communities of MDG ‘s practice

Required Skills and Experience

 

V.  Recruitment Qualifications


Education: 

Minimum Bachelor degree in field related to Media and Communications, Social Marketing. Master degree in this area will be preferable

Experience: 

  • For master degree minimum of  three years work experience within Indonesia or SE Asia in media and communications work, coalition building/networking,  as well as advocacy and campaigning
    For Bachelors degree : minimum of seven years experience in within Indonesia or SE Asia in media and communications work, coalition building/networking,  as well as advocacy and campaigning
  • Previous experience in working for a national organization with some regional exposure will be the advantage


Competencies: 

  • Good understanding of Indonesian government systems, with proven ability to facilitate advocacy work based sound knowledge of the MDGs and their status;
  • Excellent writing, and communications skills – verbal and written in English and Bahasa Indonesia;
  • creativity and innovation abilities for creating public events;
  • Proficient in use of internet and PCs, including Microsoft Office and Windows XP;
  • Proven ability to (i) work flexibly and independently with limited supervision in a multicultural team environment and deliver quality results against tight deadlines;
