Background

With the formal approval by the UNDP Administrator of the Instrument of Delegations of Authority to the Executive Director of UNIFEM in matters of human resources, programme and financial administration and procurement and management of property and services, effective 15 June 2005 and the ongoing process of UN Reform towards a unified UN presence at the country level, UNIFEM has started to undertake a comprehensive review of its programme and operational activities affected by these changes in delegated authorities in order to ensure their continued effectiveness and efficiency. This review was first carried out by the Core Alignment Team in 2005 with the technical support of the UNDP Management Consulting Team. 
 
Building on the CAT review, the Executive Director's memo of 17 January 2006 identified some actionable steps and called for "strengthening of certain functions, particularly concerning human resources, operations, policy advice, knowledge management, monitoring and evaluations, and resource mobilization".
 
As UNIFEM's financial resources and programming portfolio has increased, so, too, have the staffing requirements which the Human Resources Centre has been responsible for managing. In 2007, UNIFEM's recruitment volume tripled from that in the previous year.  The HRC is currently managing the recruitment of 20 positions.  In order to manage the recruitment process thoroughly and expeditiously, the rapid deployment of an additional experienced human resources professional with recruitment experience in an international organization is necessary.
 
The Consultant will work with the Human Resources Specialist and Advisor and is required to adhere to a high degree of confidentiality and professionalism in the delivery of his/her duties and responsibilities.

Duties and Responsibilities

1. Ensures effective and efficient delivery of recruitment, contractual, appointment staffing and related HR services for internationally recruited and HQ based UNIFEM staff members focusing on the following:

  • Positions are filled to meet staffing needs based on effective matching of individual competencies to position requirements
  • Management of a transparent and competitive recruitment and selection process including proper job classification, vacancy announcement, screening of candidates, reference checking
  • Organization and chairing of interview panels, preparation of summary reports of interview panels and for UNIFEM's Appointment and Promotions Committee
  • Update and maintain staffing-related statistics and reports
  • Provide timely and authoritative guidance on recruitment and contracting policies, general conditions of service and orientation
  • Preparation of offers of employment and coordination of benefits and entitlements
2. Provides operational support to the Human Resources Advisor in the development, follow-up and successful implementation of strategic HR initiatives.

Required Skills and Experience

Education: 

  • Advanced university degree (Masters degree or equivalent) in social sciences, human resources management, business administration or related experience.

Experience: 

  • At least five years of progressively responsible experience in human resources management, with particular focus on recruitment and staffing with an international organization.

Languages:  

  • Fluency in English is required.  Proficiency in at least one other UN working language is desirable.
