Background Information

UNDP Indonesia supports a Parliamentary Support Programme intended to facilitate the reinvigoration and modernization of the House of People’s Representatives (DPR) to better meet the modern demands placed on democratic institutions. This support concentrates primarily on increasing the effectiveness, transparency, and accountability of the Parliamentary Service to better serve the elected representatives. It provides a focused support to the parliamentary committees and factions. Finally, the Programme directly supports legislative, budgeting, oversight and representational roles through legislation capacity building programmes, workshops, research and orientation programmes.

Well-established and comprehensive management of documentation, committee proceedings and archiving is important to ensure members are facilitated by it and the public are able to access the House’s work progress. However, the DPR still has no systematic documentation system although facilities and equipments are in place.
In this regard, UNDP will support the DPR in analyzing the existing documentation system, developing a cost analysis for the establishment of systematic recordings and developing relevant procedures and guidelines as needed
UNDP therefore seeks an International consultant to provide technical assistance to analyze current documentation system and organization of House’s proceedings and their cost, and to develop Standard Operating Procedures for recording, documentation, archiving of the House’s work and guidelines for its accessibility. 

Objectives of Assignment
The international consultant to Parliamentary Recording and Documentation will analyze the current recording, transcripts, and archiving system in the House of Representatives in Indonesia and will develop Standard Operating procedures (SOP) for recording, transcription, publishing, and archiving of committee proceedings and develop guidelines for the timeframe of producing and accessibility of proceedings.

He/She will work in close consultation with the Project Manager, the Parliamentary Advisor and a costing and management expert in the delivery of the outputs.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the consultant is responsible for the development of SOP and guidelines on organizing documentation, meeting proceedings and its accessibility to public.
Duties and responsibilities:

  • Analyze to what extend the standing committee in the DPR organize their proceedings, archives and documentation and how members are able to utilize it.
  • Analyze to what extend facilities, equipments and resources for managing the House’s work and its accessibility to public is utilized by the DPR.
  • Based on best practices, develop Standards Operating Procedures for effective and transparent documentation and proceedings.
  • Develop guidelines for the timeframe of producing and accessibility of proceedings.
  • Act as resource person at a workshop on introducing need and benefit for members and the public of detailed recording and documentation of proceedings, as well as the creation of “Committee Journals”. 
     

The consultant is expected to produce the following outputs: 

  • Assessment report of the current set up of in-house recording and transcription facilities and resources.
  • Standing Operating Procedures (SOP) for recording, transcription, publishing, and archiving of committee proceedings.
  • Guidelines for the timeframe of producing and accessibility of proceedings.
     

Payment shall be made upon the completion of following the following products:

  • Document on analysis on the current set up of in-house recording and transcription facilities and resources and calculating the cost for comprehensive utilization of resources on 29 August 2008 (25% payment).
  • SOP for recording, transcription, publishing, and archiving of committee proceedings on 26 September (40% payment).
  • Guidelines for the timeframe of producing and accessibility of proceedings on 26 September 2008 (35% payment).

Competencies

  • Has strong knowledge in parliament issues, management of the parliament’s work: e.g. committee proceedings and documentation, the secretariat office and internal procedures;
  • In-depth understanding of Parliamentary processes and procedure;
  • Has experience in drafting concept on internal procedures in parliament;
  • Displays cultural, gender, religious, racial, national and age sensitivity and adaptability;
  • Displays a high level of respect, diplomacy and tact when dealing with government officials, elected members and other project stakeholders;
  • Demonstrate political sensitivity and analytical judgment;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • The expert should be proactive and have the ability to discuss openly with all senior government staff;
  • Results-orientation and efficiency in a multi-tasking environment;
  • Highly developed inter-personal, negotiation and teamwork skills, networking aptitude, ability to work in multi-cultural environment;
  • Demonstrates integrity by modeling the UN's values and ethical standards

Required Skills and Experience

Education:

  • Master Degree (Ph.D degree will be an advantage) in public administration, law, political science or related social science discipline.
     

Experience:

  • Significant experience; 7 years for Master degree or 5 years for Ph.D degree in government (e.g. as an elected member, senior staff member or expert staff of a National Parliament or Legislature etc.  in the area of parliamentary development).

Language Requirements:

  • Full working knowledge of English, including excellent drafting and presentation skills.
  • Ability to speak Bahasa Indonesia is an advantage.
