Background

Under the overall supervision of the Emergency and Stabilization Programme Coordinator, and the direct supervision of the National Emergency and Stabilization Programme Officer (Kramatorsk), the successful candidate will provide specialized support to the implementation of IOM Ukraine’s Community Stabilization efforts for IDPs and IDP hosting communities in Ukraine.

Duties and Responsibilities

  1. Support the Programme Coordinator in the overall planning, implementation and monitoring of Community Stabilization efforts.
  2. Assist in the coordination of IOM’s Community Stabilization efforts within the context of the relevant sectors.
  3. Liaise with partner NGOs as well as with relevant national and local working-level government contacts, as necessary, under the guidance of the Programme Coordinator.
  4. Support the mapping of Community Stabilization needs and beneficiaries in post-conflict areas.
  5. Work together with in-house monitoring and evaluation team to devise and implement a monitoring system for Community Stabilization efforts.
  6. Contribute to the contracting of partner NGOs and the procurement of goods and services.
  7. Contribute to regular reporting (IOM internal, IOM external, UN-related, including 3W and situation reporting), correspondence, publication and presentation materials.
  8. Provide information gathering management support to Community Stabilization programming.
  9. Track relevant national development pertaining to Community Stabilization, and analyse, summarize and present findings.
  10. Organize and/or take part in Community Stabilization-related events (meetings, presentations, discussions, visits, etc.).
  11. Provide inputs and recommend improvements to the planning and delivery of programme activities.
  12. Undertake duty travel within Ukraine pertinent to Community Stabilization programming on an as-needed basis.
  13. Perform other relevant duties as may be assigned.

Required Skills and Experience

  • Bachelor’s Degree in public administration, political science, economics from an accredited academic institution and at least six years of responsible work experience;
  • Proven reporting and writing skills, confident user of the Microsoft Office Suite;
  • Experience working with Ukrainian government and civil society;
  • Knowledge of humanitarian activities and context is advantageous;
  • Experience working in community-based/community development programming in Ukraine.

Experience in working with vulnerable populations.

Language:

Fluency English, Ukrainian is required, fluency in Russian is advantage.
