Background

The Resilience and Peacebuilding Unit (RPBU) is responsible for the design and implementation of UNDP programmes in areas that are vulnerable to or are affected by natural disasters and armed conflict. It seeks to contribute to national efforts to address the needs of the affected populations and institutions, help build their resilience, and provide support in the transition to long-term and sustainable development. Programmes under RPBU cover conflict prevention and peacebuilding, early recovery/recovery, and disaster risk reduction and management.

Under the overall direction, guidance and supervision of the RPBU Team Leader, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities. S/he performs key functions in programme management and implementation, provision of policy advisory services, creation of strategic partnerships and resource mobilization, and knowledge building and management.   The Programme Analyst is part of the Country Office RPBU team and works closely with its team members. S/he may supervise and lead programme support staff. S/he works in close collaboration  with the Country Office Programme and Operations teams, the Management Support unit, and programme staff in other UN agencies and the UNDP Regional Hub in Bangkok as well as programme staff in UNDP headquarters, New York. 

Duties and Responsibilities

Summary of key functions:

  • Management and implementation of RPBU strategies and programmes;
  • Provision of policy advisory services to government and key UNDP partners;
  • Creation of strategic partnerships and implementation of resource mobilization strategy;
  • Facilitation of knowledge building and management.

Ensures the effective management and implementation of RPBU programmes focusing on the achievement of the following results:

  • Provide quality technical inputs in defining overall RPBU strategies, methodologies and approaches ensuring alignment with government objectives and responsiveness of UNDP assistance to the country’s context;
  • Provides direct assistance to the Team Leader of the RPBU in the management of the portfolio, including performance of supervisory functions in the absence of and as delegated by the Team Leader;
  • Undertake thorough analysis and research of the political, social and economic situation in the country and prepare substantive inputs to key UN/UNDP planning instruments;
  • Manage and be accountable for the implementation of specific programs and activities to ensure that service delivery objectives are met;
  • Provide guidance to UNDP implementing partners and responsible parties to ensure adherence to relevant UNDP rules and regulations;
  • Contribute in risk assessment processes, preparation and implementation of risk management plans, and recommend measures to mitigate potential implementation challenges;
  • Plan and implement performance and quality processes needed for effective program development and management ;
  • Formulate strategies for improving the efficiency and effectiveness of UNDP programs by identifying bottlenecks and the corresponding measures required;
  • Perform functions for approval of transactions within delegated authority.

Provides policy advisory services to government and key UNDP partners focusing on the achievement of the following results:

  • Advocate key relevant UN/UNDP policies such as agreements from international conventions/conferences, declarations, UN Security Council resolutions and similar instruments;
  • Engage with government agencies and participate in and contribute to the development, formulation and review of policies and programs related to crisis prevention and recovery;
  • Monitor the development of key UNDP partners’ policies and identify impact on and linkages with UNDP policy and interventions;
  • Gather, analyze and report to UNDP management relevant information on program policy issues and propose strategic recommendations.

Supports the creation of strategic partnerships and resource mobilization focusing on the achievement of the following results:

  • Identify potential areas of cooperation with key agencies towards ensuring  the effective coordination and complementarity of UNDP programmes with that of other key development actors;
  • Contribute to the establishment , maintenance and strengthening of effective relationships with key traditional and non-traditional donors in resilience and peacebuilding, crisis prevention and recovery;
  • Keep abreast of the programs and priorities of key donors towards identifying linkages with UNDP priorities and opportunities for resource mobilization and contributing in the achievement of resource mobilization targets;
  • Liaise with donors on matters related to the management of UNDP contribution agreements and contracts;
  • Provide analysis, support and direction for the development of new programs and projects, including the development of concept documents and project proposals;
  • Represent UNDP in meetings on in resilience and peacebuilding,  crisis prevention and recovery.

Facilitates knowledge building and management focusing on the achievement of the following results:

  • Identify good practices and lessons learned directly linked to resilience, peacebuilding and recovery programs and implement strategies for adoption;
  • Provide technical inputs to knowledge networks and participate in communities of practice in peacebuilding, crisis prevention and recovery;
  • Formulate strategies for the development of knowledge products towards ensuring the effective documentation and dissemination of UNDP results in resilience and peacebuilding, crisis prevention and recovery;
  • Promote organizational learning by culling findings and recommendations from the evaluation of UNDP programs ensuring that these are addressed and applied in succeeding programs.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Development Management, Peace and Conflict Studies, social sciences or other related fields.

Experience:       

  • Progressive experience at the national or international level in the management and implementation of development, peacebuilding or crisis prevention and recovery programmes;
  • Experience in the use of computers and office software and handling of web-bases management systems.

Language Requirements:               

  • Fluency in English and Tagalog.
