Background

The Australian Department of Foreign Affairs and Trade (DFAT) and the United Nations Development Programme (UNDP) have signed an agreement for a US$ 5.4 million grant for micro enterprise and livelihoods recovery, in the aftermath of the devastating April 25 earthquake and subsequent aftershocks.

The Rapid Enterprise and Livelihoods Recovery Initiative (RELRP) under Micro Enterprise Development Programme (MEDEP) will help people recover their livelihoods. Through quick reactivation of local enterprises and establishment of new enterprises the project will also rebuild local economies.

The project, which will be implemented in cooperation with the Nepal Ministry of Industry, targets a total of 12,000 existing beneficiaries of two ongoing initiatives: Micro Enterprise Development Programme (MEDEP) and Micro Enterprise Development for Poverty Alleviation (MEDPA) Programme. In addition new micro entrepreneurs will also be supported. MEDEP and MED-PA focuses on the most marginalized populations in highly affected districts.

Duties and Responsibilities

Administrative and Finance Officer (AFO) is overall responsible to manage the financial management of the Rapid Enterprise and Livelihoods Recovery Programme (RELRP). Under the direct supervision of the RELRP Project Manager, and in consultation with Admin and Finance Manager (AFM) of National Program Support Office (NPSO), Area Program Support Program Manager (APSM) of MEDEP the AFO is responsible for:

  • Co-ordinating RELRP team and APSOs on financial recording and preparing reports to be submitted to NPSO/ UNDP
  • Maintaining and supervising records on financial accounts, personnel, procurement and inventory;
  • Ensuring the proper administrative and logistics management for smooth implementation of programme;
  • Assisting to arrange meetings of the different committees and subcommittees and preparing minutes of these meetings;
  • Assisting in arranging and providing logistic support to conduct the workshops and seminars;
  • Preparing sub-contracting documents for partner organisations such as Business Development Service Providing Organisations (BDSPOs), District Micro-Entrepreneurs Group Associations (DMEGAs), Enterprise Development Unit (EDU) of DDCs, District Enterprise Development Committee (DEDC) members, Cottage and Small Industry Office (CSIO), Cottage and Small Industry Development Board (CSIDB) district office, NGO, District Chamber of Commerce and Industries (DCCI), District level Federation of Nepal Cottage and Small Industries (FNCSI), Community forest Users Groups (CFUGs), Co-operatives, Financial Service Providers (FSPs),  where applicable, etc.
  • Preparing financial reports on a quarterly basis and preparing variance analyses of each activity and submission to NPSO.
  • Together with RELRP manager and other professionals, assisting in preparing quarterly work plans based on the variance analyses of the past quarters based on approved Annual Work Plans.
  • Conducting frequent field visits for monitoring of advances paid to partner organisations (BDSPOs), financial records, resources use as per the planned activities;
  • Supervising financial and administration of partner organisations (BDSPOs, DMEGAs);
  • Assisting RELRP team to apply the principles of fiduciary risk reduction in all activities of the programme;
  • Providing necessary training and technical support to BDSPOs and DMEGAs on financial and administrative management;
  • Ensuring MEDEP activities are planned and implemented in a gender sensitive and socially inclusive manner and that all implementing partners are sensitized and trained in gender and social inclusion;
  • Ensuring internal and annual audit exercises of RELRP and partner organisations;
  • Performing any other duty assigned by Project Manager;

Required Skills and Experience

Education:

  • Candidate must have a Masters’ degree in business administration or relevant subject.

Experience:
 

  • Candidate should possess at least 3 years’ experience working in the field of administration, logistics and finance;
  • Hands-on experience with UN, INGOs or similar development programme or reputed private organization would be an advantage;
  • The candidate must possess an excellent financial accounting and reporting as well as exposure in administration of programme. The independent auditing skills would be highly desirable.

Computer skills:
 

  • S/he must have excellent skills in computers (Windows, Word, Excel, Power Point); should able to operate financial packages independently.

Language requirement:
 

  • S/he must have excellent written and spoken command of English and Nepali.
