Under the overall supervision of the FAO Representative, and the general supervision and guidance of the Team Leader of the Indonesia HPAI Control Programme, the technical supervision of the Regional Animal Health Economist, Bangkok and the ECTAD Indonesia Senior Epidemiologist, and the operational supervision of the ECTAD Indonesia Operations Officer, the incumbent will be responsible for the following activities:

  • General Duties:
  1. Provide advice on socio-economic issues related to HPAI to the Ministry of Agriculture, KOMNAS, FAO Indonesia, donors and other stakeholders as required;
  2. Actively participate in HPAI related workshops, meetings, and seminars in Indonesia and make presentations on socio-economic issues as required;
  3. Participate in the weekly Monday morning FAO technical staff meetings; and
  4. For the activities detailed below provide an update of progress through short reports.
  • Vaccination costs and cost – effectiveness working closely with the ECTAD Indonesia epidemiology unit;
  1. Familiarize themselves with FAO – ECTAD vaccine cost and poultry population models and the general methodologies of cost – effectiveness;
  2. Refine earlier cost estimates for vaccination programmes in Indonesia;
  3. Where necessary collect data and information on the costs of vaccination at farmer level for different poultry systems (breeding stock, layers, broilers and backyard systems);
  • Culling and compensation;
  • Familiarize themselves with the work previously carried out by FAO ECTAD on:
    o a model to estimate the cost of culling, bird disposal and disinfection; and
    o Compensation strategy documents.
  • Assist in the development of an effective compensation scheme by providing support to the World Bank/KOMNAS compensation operational research project and facilitate the involvement of the Campaign Management Unit, Ministry of Agriculture;
  • Assist in the development of an effective compensation scheme by providing support to the World Bank/KOMNAS poultry industry restructuring research project and facilitate the involvement of the Campaign Management Unit, Ministry of Agriculture.
  • Surveillance; and
    o Work with the ECTAD Indonesia epidemiology unit and the CMU on the costs and cost-effectiveness of different methods of surveillance.
  • Other related duties as required.

  • Have knowledge/work experience in the development of an effective compensation scheme on operational and poultry industry restructuring research project.

 

Required Skills and Experience

Required Skills and Experience

  • Post graduate degree in Agricultural Economics or Economics related subject;
  • At least five (5) years of experience in economic analysis of agricultural system including livestock;
  • Ideally, have an experience of working on HPAI projects;
  • Excellent English writing and speaking skills; and
  • Ability to work with individuals of different cultural/national backgrounds.
