Background

The Kuwait Sustainable Environment Management Project (SEMP) is focused on the support and the capacity building of the Environment Public Authority. The objective of the project is to enhance the quality of the services provided by the Environment Public Authority (EPA) to the State of Kuwait, and the monitoring capacities of the EPA through institutional, legislative and technical capacity building.

Duties and Responsibilities

The consultant will work at the Environment Public Authority under the guidance of the representative of the national project director (Director of Environmental Strategy Office). The objective of this consultancy is to enhance the legislative framework of the EPA.  The consultant will perform the following tasks:  

  • Review unified environment protection law.   
  • Review law on natural reserves.  
  • Review current status of State of Kuwait concerning the marine, coastal and land environments.  
  • Assess law no. 210/2001 on the establishment of the Environment Public Authority,  
  • Coordinate with consultant working on the legislative regulations, enforcement and compliance frameworks for environmental standards. 
  • Effecting law enforcement procedures and training inspectors.

Knowledge Management and Learning  

  • Ability to provide top quality policy advice services on legal issues    

Development and Operational Effectiveness  

  • Ability to carry out high-quality legal analyses to the specific country context

Required Skills and Experience

  • Master Degree (Ph.D degree will be an advantage) in environmental law or related disciplines;  
  • 10-15 years experience of practical work, lawmaking and scientific research in relevant field;  
  • Knowledge and experience of environmental laws, international standards and key UN Conventions;  
  • Experience working in the Arab region specifically gulf countries;  
  • Experience with training of national authorities;  
  • Computer and good presentation skills; Education;
