Background

The Democratic Republic of the Congo faces a set of complex political, economic and social challenges in a conflict and post conflict environment. State building in the DRC requires the establishment of viable democratic institutions based on political, economic, social and local governance systems and reforms. The United Nations Stabilisation Mission (MONUSCO) is committed to support the GoDRC on the basis of the implementation of the UN Mandate approved by the Security Council Resolution 2098 (March 2013). This places Stabilization and Peace Consolidation at the core of MONUSCO mandate.

The Council outlined three overall responsibilities for MONUSCO:

  • To “strengthen the presence of military, police and civilian components in eastern DRC and reduce, to the fullest extent possible for the implementation of its mandate, its presence in areas not affected by conflict in particular Kinshasa and in western DRC”;
  • Further to the Peace, Security and Cooperation Framework (PSCF) signed on 24 February 2013, to “support, coordinate and assess the implementation of national commitments” for the DRC and collaborate with the Special Envoy of the Secretary-General (SESG) for the Great Lakes Region;
  • To undertake good offices to create an environment conducive to implementing the mandate by the Mission, the UNCT and the Government with the support of partners, particularly in advancing SSR and promoting political dialogue and the management of natural resources.

In 2015, the UNSC Res. 2211 reiterated the importance of implementing the PSCF for the achievement of long term stability in eastern DRC and the region, and has urged all signatory countries to continue to fully and promptly implement their commitments in good faith.
The UN Res 2211 has authorized MONUSCO in coordination with the UNCT, to contribute in fully implementing the PSCF, including through the adoption of a priority action plan.
MONUSCO’s recently developed mission concept recognizes three core areas of work for the Mission: Security and Protection, Stabilization and the Implementation of the Peace and Security Cooperation Framework (PSCF) commitments. Under the leadership of the SRSG, the Mission has embarked upon a fundamental reconfiguration to deliver more effectively and efficiently on these core tasks.

In accordance with the new structure, MONUSCO’s HQ, as well as the DSRSG/RC/HC/RR pillar will remain in Kinshasa and the DSRSG/RoL/Ops East pillar will be based in Goma, North Kivu.  The latter will cover Eastern DRC through strengthened presence in Areas Affected by Armed Groups (AAAG), focusing on the Mission’s first two priorities: Security and the Protection of civilians.

The DSRSG/RC/HC pillar will focus on the second and third priorities, namely Stabilization and support to the PSCF agenda nation-wide.

The PSCF Chief is tasked with contributing to the PSCF implementation with a special attention to creating an attainable vision for the operationalization of the six PSCF national commitments. The role is responsible for designing, leading coordinating and implementing activities to achieve this vision while addressing the root causes of the conflict in the Great Lakes Region. The goal is to identify opportunities, challenges and mitigate risks associated with the PSCF implementation at the national and regional level, in support to the SESG-GL. The PSCF Chief will contribute to the outreach and engagement strategy to deepen the key reforms necessary to the PSCF implementation. The work will be undertaken in close collaboration with MONUSCO’s Mission components, the o/SESG-GL and relevant country offices and external partners in the DRC and in the Great Lakes Region.

The PSCF Chief  will be based in Kinshasa. Travel to the East and elsewhere in DRC will be required, subject to UN security procedures.

The Chief will report to the DSRSG/RC and work in close consultation with the Head of the Integrated Office.

Duties and Responsibilities

Develop and support partnerships between MONUSCO, UNCT, donors and other stakeholders to support PSCF implementation:

  • Advises the DSRSG and UNCT members on the implementation of strategic partnerships and alliances with international, national and regional stakeholders on issues of concern on the implementation of PSCF;
  • Serves as the Mission focal point on the national PSCF engagements and as the Mission Representative for Government, bilateral and multilateral partners as delegated/required by DSRSG;
  • Supports the DSRSG/RC/HC and participates in high-level policy and strategic dialogue with the Government of DRC, donors, civil society, and private sector on the PSCF;
  • Provides high quality policy advice to the DSRSG/ RC/HC for the strategic positioning of the UN system in the development and implementation of the PSC Framework;
  • Prepares strategic and policy level guidance notes, analysis, and specific reports requested by the DSRSG/RC/HC on the PSCF;
  • Supports the DSRSG/RC/HC through developing advocacy messages targeting Government and the international community to help mobilize financial and political support for PSC interventions;
  • Support the Mission’s Leadership Good Offices and Advocacy regarding the organization and participation of high level, regional and international meetings, including, in straight collaboration with the O/SESG-GL the organization of the Private Investment Conference to be held in Kinshasa in 2016;
  • Acts as the focal point for high-level exchanges between MONUSCO and PSCF key stakeholders at national and regional levels;
  • Liaises with the Office of the Special Envoy of the Secretary-General for the Great Lakes (O/SESG-GL) in Nairobi, in the development and implementation of the national benchmarks;
  • Provides regular briefings to partners, MONUSCO and the UNCT on PSCF developments;
  • Coordinates and assures the quality of briefs, speeches, reports, for the DSRSG, and MONUSCO/UNCT ;
  • Promotes synergies between national and regional engagements and programmatic initiatives;
  • Provides strategic and technical support/advice to the National Oversight Mechanism and interacts with Government authorities, partners and civil society on the PSCF, as appropriate.

Managerial responsibilities:

  • Provides day to day direction and leadership to guide the work of the PSCF team (consisting of international and national political affairs officers, civil affairs officers and a reporting officer) regarding strategic and technical aspects related to the implementation of the PSCF national commitments;
  • Formulates, develops and directs the implementation of the work programme; oversees programmed activities, ensuring appropriate coordination and integration with the Mission’s general mandate and all its components (e.g. communications and public information, SSR, SSU and Stabilization, policy and planning, DDR, human rights, UNPOL, and military components), as well as with other UN organizations, and international and national partners, as appropriate;
  • Engages regularly with relevant parts of the Country Office and members of Donors Coordination Group (GCP) to ensure alignment of programme goals and to reinforce technical and programmatic partnerships;
  • Reviews existing and planned programmes and projects and suggest necessary programmatic changes/amendments to ensure the proper incorporation of cross cutting themes that address the root causes of conflict in the Great Lakes Region.
  • Leads the development of new initiatives and programmes reinforcing the implementation of the national commitments and supporting the implementation of the regional commitments, including the development of joint programmes;
  • Oversees the team’s outputs to ensure that products meet UN high-quality standards, and that reports are clear, objective, based on comprehensive data, produced in a timely fashion and complying with the relevant mandates;
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the unit, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting;
  • Ensures timely and well-sequenced execution of approved work plan and programmes;
  • Follows up on audit recommendations including timely reporting of all exceptions;
  • Recruits staff while making every effort to ensure geographical representation and gender balance;
  • Prepares staffing tables, job descriptions for advertisement and ensure effective and consistent administrative and operational support;
  • Participates as required on staff recruitment and consultancy procurement panels;
  • Manages, guides and mentors, develops, and trains staff under his/her supervision: dissemination and application of knowledge, best practices and programme results for advocacy, resources mobilization, earning and practices development;
  • Fosters teamwork and communication among staff in the team and across organizational;
  • Sounds contributions to knowledge networks and communities of practice;
  • Monitors and reports on directives issued by the DSRSG/RC.

The Chief is expected to contribute to the following key results:

  •  Provide the necessary direction and leadership within the DSRSG/RC/HC/RR Pillar,  and  with its partners to ensure a coordinated approach to enable the UN system to fulfil its commitments with regard to the PSCF;
  •  As focal point within the Mission and the UNCT, develop relevant tools to support SRSG/DSRSG good offices, and strategic and policy aspects related to the implementation of the PSCF national commitments as well as matters related to the Regional PSCF commitments.

Required Skills and Experience

Education:

  • Advanced university degree (Master Degree or equivalent) in social sciences, political sciences, law, international relations, humanitarian assistance, development studies, business administration, management or related fields;
  • A first level university degree with a relevant combination of academic qualifications and  17 years of experience may be accepted in lieu of the advanced university degree.

Experience :

  • At least 15 years of progressively responsible experience in management; political, social, development, humanitarian or civil affairs or other related fields;
  • Leadership experience working with multicultural/international organizations (preferably with the UN) in either peacekeeping, programme and project planning, management is required;
  • Knowledge and experience of issues related to conflict-affected environments is required;
  • Managerial experience at a senior level is required;
