Background

Within the framework of humanitarian coordination operations lead by the Humanitarian Coordinator in the Democratic Republic of Congo (DRC), UNDP aims at supporting the Good Humanitarian Donorship/Pooled Funds (GHD/PF) through its designation as Management Agent responsible for the oversight of the financial and programmatic monitoring of NGO projects financed by the DRC Pooled Fund in close collaboration with OCHA.

Therefore UNDP/Pooled Fund is recruiting a Program Manager to manage these tasks in accordance with UNDP financial rules and regulations, policies and practices.  The Pooled Fund in DRC is one of the largest in the world.

Under the direct supervision of the Deputy Country Director, Program and daily direct collaboration and coordination (with the OCHA Head of Unit) the Program Manager acts as an advisor on the NGO portfolio of the Pooled Fund and provides the administrative and financial management of the Pooled Fund.  This is done under the overall coordination and in close collaboration with the CHF Head of Unit from OCHA.

Duties and Responsibilities

Principal duties:

  • Administrative and Financial Management ;
  • Management and Coordination of UNDP Pooled Fund Unit staff and project financing;
  • Support on strategic/programmatic issues on the Pooled Fund;
  • Technical Support and advice and knowledge sharing.

Provide Administrative and Financial Management of the Pooled Fund Unit and specifically:

  • Monitor and ensure the application of UNDP’s financial, technical and administrative rules and procedures within the Pooled Fund operations;
  • Coordinate the preparation of the Pooled Fund’s annual budget, budget revisions and monitor monthly expenditures (Coordinate the products and service acquisition plan;
  • Ensure that data entry in Atlas is current and correct;
  • Develop and introduce mechanisms to facilitate the work of the team and to permit the Unit to meet UNDP’s contractual obligations;
  • Strengthen coordination and communication within the joint unit and between the operations and finances Ensure that NEX advances to NGOs are accounted for in accordance with UNDP financial rules and regulations and that  financial reports  are carefully reviewed;
  • Coordinate regular financial and programmatic activities.

Manage and Coordinate the  Pooled Fund portfolio by:

  • Coordinate,  mentor, and build capacity of the Pooled Fund staff Ensuring administrative and financial oversight and quality assurance of the Pooled Fund operations and transactions;
  • Applying management tools that focus on establishing targets and programme milestones;
  • Coordinating the finance management and contracting arrangements with NGOS funded by the Pooled Fund projects Establishing performance/success criteria relating to portfolio management;
  • Monitor financial and substantive assessment of projects;
  • Ensure that the programme is regularly audit; audit recommendations are timely and fully implemented and evaluations undertaken;
  • Contribute for strengthening communication between the Pooled Fund Unit and humanitarian coordination system, particularly clusters, to ensure appropriate programme management sharing lessons learnt from Pooled Fund project management with the overall UNDP Program to achieve greater impact.

Support the Head of  Unit of the Pooled Fund Unit and UNDP management on strategic/programmatic matters with regards to strategic partnerships , implementation of resource mobilisation strategies as related to MA function and provide strategic/technical inputs on overall Pooled Fund matters:

  • Contribute to reports for donors and others partners with regards to the Management Agent (MA) function of the NGOs;
  • Document and share best practices and successes with donors and partners;
  • Share evaluation and audit findings as well as any finding from spots-checks that shows serious breach of contractual obligations or integrity by NGOs ;
  • Provide strategic/technical inputs on overall Pooled Fund engagement as required (guidelines, documents, meetings, etc.).

Provide technical advice and support to NGOs partners by:

  • Coordinating the risk management system in line with the HACT requirements (micro-evaluations, performance and portfolio analysis, etc.);
  • Developing tools to strengthen NGO partner capacities to improve management through partners reviews, tailored training sessions, and provision of guidelines on project management procedures ;
  • Identifying capacity development needs of NGOs partners and advising relevant UNDP units to support the transition from  emergency to rehabilitation and development;
  • Coordinating the collection and dissemination of good practices and lessons learnt;
  • Keeping the UNDP Country Office Management and the Joint Unit abreast of the Pooled Fund project implementation, risks and breach of contractual obligation or integrity by NGOs partners.

Required Skills and Experience

Education:    

  • Master or equivalent degree in Management, Administration, Economics or related disciplines.

Experience:    

  • A minimum of 7 years of relevant experience in humanitarian and/or development project management development; with experience in developing strategic or programming documents;
  • Knowledge of UN/UNDP policies, programming frameworks and procedures;
  • Working experience in Africa and/or post-conflict and conflict country is an asset.

Language Requirements:    

  • Full working knowledge of French and English, including excellent writing skills.
