Background

UNDP Indonesia is implementing a Parliamentary Support Programme intended to facilitate reinvigoration and modernization of the House of People’s Representatives (DPR) and to better meet the modern demands placed on democratic institutions. This support will concentrate primarily on increasing the effectiveness, transparency, and accountability of the Parliamentary Service to better serve the elected representatives. It will provide a focused support to the parliamentary committees and factions. Finally the Project will directly support legislative, budgeting, oversight and representational roles through legislation capacity building programme, workshops, research and orientation programme.
 
Currently the Indonesian House of People’s Representatives (DPR) suffers lack of public trust. Therefore, in 2008 The UNDP Parliamentary Support in Indonesia is focusing on the parliament’s representation function through assistance to improving factions’ working mechanism, training for factions expert and administrative staffs, development of handbook on representation and handbook and gender awareness in law making and budgeting, and facilitate discussion on how representation function is anchored in the House’s rules and procedures and internal factions that it affects decision making in parliament. By strengthening its representation function, the parliament is expected to utilize public’s demand and aspiration as basis for policy dialogue, enhance public’s participation in public hearing and constituent relation, and increase public confidence in the work of parliament.
The project is seeking for an assistant (national) to assist International Consultant with administrative and liaising assistance to anchor representation function more firmly into faction standing orders and political party codes that is applicable to improve Indonesia political party performance.

Duties and Responsibilities

Functions:

  • Assist the Consultant in conducting research through web and document searches and networking, for knowledge and information needed to anchor representation function more firmly into political party codes and faction standing orders.
  • Liaise the consultant with relevant stakeholder such as members, faction staff, experts and others.
  • Organize meeting with members, secretariat officials, expert and others and organize inputs produced by the meeting.
  • Organize documentation and recording produced by the meeting between the consultant and other relevant stakeholders in a comprehensive filing system.

The Assistant for International consultant is expected to produce the following outputs:

  • Collection of documents on current practices for faction standing orders in the parliament needed by the consultant (25%)
  • Document of list of members, experts and other stakeholder to meet with the consultant (25%)
  • Collection of supporting documents for development of faction standing orders and faction codes needed by consultant (25%)
  • Meeting notes, meeting schedule and organized filing system resulted from meeting between the consultant and members, secretariat officials, and others (25%) 

Payment shall be made by end of contract upon the completion of following the following products:

  • Documents on current development of faction standing orders in the parliament needed by the consultant.
  • Document of list of members, experts and other stakeholder to meet with the consultant.
  • Supporting documents for development of faction codes needed by consultant.
  • Document of list of members, experts and other stakeholder to meet with the consultant.
  • Meeting notes, meeting schedule and organized filing system resulted from meeting between the consultant and members, secretariat officials, and others.

Impact of Results:

  • The key result of the post is to provide administrative and liaising assistance to the International Consultant to anchor representation function more firmly in  faction standing orders and political party codes. The post will enhance the effectiveness of full support to ensure targeted outputs of the research activities are achieved in a timely manner.

Required Skills and Experience

Education:

  • Bachelor Degree in public administration, law, political science or related social science discipline.

Experience:

  • At least 3 years progressively responsible experience in the area of democracy, Human Rights, and Good Governance issues. Prior experience in a research or academic capacity.
  • A thorough understanding of Indonesia’s parliamentary system.
  • Working experience with UN Agencies or comparable international development organizations would be an asset.
