Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Kenya, the UN Women Country Programme contributes to the development objectives of Kenya’s blue print, the Vision 2030 and is aligned to the United Nations Development Assistance Frameworks (UNDAF) of 2009-2014 and the upcoming UNDAF of 2014-2018, as well as UN Women Global Strategic Plan.

The Kenya Country Programme - “Gender Equality and Women’s Empowerment Gains Consolidated' - aims to achieve the following results:

  • (i) Increased women’s leadership and participation in governance;
  • (ii) Strengthened women’s economic empowerment;
  • (iii) Increased protection of women & access to justice for women; and (iv) strengthened women’s leadership in peace building and humanitarian response.

Under the overall guidance and direction of the Deputy Country Director, the Coordination Consultant will provide advice on UN Women’s strategic planning and programming processes. S/he will support UN Women’s coordination mandate as it relates to GEWE issues, particularly ensuring that UNDAF implementation and reporting processes advance GEWE issues and UN Women’s work is strongly positioned within those processes.

Duties and Responsibilities

Summary of key functions

Internally lead on and support UN Women’s strategic planning and programming processes, ensuring that they respond to the development context while taking into account emerging needs.  Provide support to UN Women’s coordination mandate as it relates to GEWE issues, ensuring that UNDAF implementation and reporting processes advance GEWE issues and UN Women’s work is strongly positioned within those processes.

Support to the country office on UN programming and coordination:

  • Support the Country Director in her role and participation in United Nations Country Team (UNCT) and other relevant inter-agency and government bodies;
  • Support UN Women’s engagement in planning and implementation  of programming related to the UNDAF including supporting development of joint programmes, joint programming and area based programmes to ensure that gender equality issues are reflected;
  • Contribute to briefing materials for the CD on issues to be discussed at the UNCT(in collaboration with the Gender Advisor, in the Resident Coordinators Office)  as well as UN and other related events and meetings;  alert the CD on critical issues for follow up at UNCT level;
  • Continuously review  UN Women’s engagement in inter-agency processes and joint programmes in Kenya to advise management and the team on improved strategies for ensuring that our investment in coordination processes is yielding results in support of gender equality and women’s human rights;
  • Continuously identify in close consultation with the CD and D-CD opportunities for partnerships with other UN agencies through which GEWE results can be enhanced;
  • Ensure effective knowledge management and capacity development of UN Women in the country in rolling out and supporting any system-wide tools on gender equality (e.g. the Gender Score Card).

Support UN system partnership and alliances at Country level:

  • Support the Gender Working Group by providing timely Secretariat support;
  • Support work within the UNCT in managing activities and other promotional events to engage bilateral and multilateral institutions/donors, Government of Kenya, private sector and civil society to expand and/or sustain interest and resources for UN Women programs and joint UN system programs on GEWE including for the Joint GoK-UN Workplan on GEWE.

Support enhanced results-based management practices at the country level to ensure more coherent and coordinated UN Women commitments within the UNDAF:

  • Support for UNDAF reporting – including quality assurance of inputs from UN Women focal points in each UNDAF SRA and/or Outcome Group;
  • Provide strategic guidance in consultation with the D-CD and other team members, around the planning process related to the elaboration of UN Women’s 2016 Annual Work Plan (AWP);
  • Lead on the planning process and elaboration of the Coordination Unit’s workplan for 2016.

Expected Deliverables:

Support to the country office on UN programming and coordination

  • Monthly report that includes update on inter-agency processes, UN Women’s engagement and include advise on potential entry points for engagement (possibly to include elaboration of  new Joint Programmes, mainstreaming of GEWE in new joint programming, elaboration of a new Gender Score Card);
  • Monthly briefing notes on GEWE to the RCO Gender Advisor for inclusion in monthly briefs to the UNCT.

Support UN system partnership and alliances at Country level:

  • Minutes of the bi-annual GWG meetings produced and make timely follow up of action points for the Secretariat;
  • Report of the review meeting of the 2014/15 Joint GoK-UN Workplan on GEWE;
  • Monthly report on the development of the JP on GBV and other joint initiatives as part of the UNDAF roll out;
  • Draft concept note, agenda and Power Point Presentation for the resource mobilization meeting on the 2015/16 Joint GoK-UN Workplan;

Support enhanced results-based management practices at the country level to ensure more coherent and coordinated UN Women commitments within the UNDAF:

  • Synthesis of UN Women results on the 4  Strategic Result Areas for the UNDAF Report for Q3 (due September/October 2015) and Q4 (due December 2015/January 2016)reports to the National Steering Committee;
  • A draft agenda of the 2016 Annual Retreat in consultation with the D-CD and other team members;
  • A draft Coordination unit workplan for 2016;
  • The consultant will also be required to submit monthly progress reports to the supervisor, detailing work carried out.

Required Skills and Experience

Education:

  • Master’s Degree in development related disciplines, international relations, development studies or other social science fields, gender and development.

Experience:

  • At least 7 years of progressively responsible experience at the national or international level in providing advisory services in the area of development and /or gender equality and women's empowerment issues; coordinating programmes or processes with multiple actors in national or international development contexts;
  • Familiarity and experience with UN inter-agency coordination processes including UNDAF implementation would be an asset.

Language:

  • Fluency in English is required.
