Project Description and background

The Government of Mauritius has announced in February 2015 a Marshall Plan to combat poverty and social exclusion. The Ministry of Social Integration and Economic Empowerment (MSIEE) will be in the lead for the preparation of the plan.

UNDP has agreed to the request of the Government of Mauritius to provide technical assistance to develop the Marshall Plan.

A multidisciplinary international team of 4 advisors from UNDP Regional Service Centre for Africa (RSC) and one advisor from UN Habitat (UNH) has been identified to develop the Plan, which will, inter alia, cover the following areas:

  • Social protection;
  • Social Housing;
  • Social Inclusion and community development;
  • Access to education, health, living standard and food security;
  • Employment and sustainable livelihood/Economic opportunities for the most vulnerable groups, including people with disabilities;
  • Women empowerment and feminization of poverty;
  • Youth economic empowerment;
  • Access to services, including, electricity, water, sanitation, transportation, ICT facilities;
  • Environmental protection.

The five (5) advisors will undertake a two-week field mission around mid-August 2015, supplemented by post-mission office based follow-up support to develop the Plan. Given the multi-dimensional aspect of the project, a holistic approach, requiring multi-sectoral efforts, need to be adopted so as to promote close coordination between the different ministries and institutions which will be involved in the elaboration and implementation of the Plan.

In this context, the services of a National Consultant are being solicited to support the overall coordination of the preparation of the plan, including organizing national consultations, supporting the multidisciplinary team; and the setting up of the implementation plan.

Duties and Responsibilities

Scope of Work:

The scope of work related to the assignment of the National Consultant will be the following:

  • Pre-mission planning so as to make the actual field mission as efficient and effective as possible. This will include preparing a mission schedule for the multidisciplinary team, including the scheduling of meetings with Government’s Ministries and other relevant stakeholders – NGOs and CSOs, UN Agencies and other development partners; and consultations with community groups/beneficiaries;
  • Overall support to the international multidisciplinary team during their mission. This will include the provision of substantive inputs on thematic areas covered by the plan, participation in consultations and meetings, provision of substantive inputs for the formulation of the plan (i.e. structure, process, and content);
  • Post-mission support for the finalization of the Marshall Plan and its implementation.

Key functions and responsibilities:

Pre-mission planning so as to make the actual field mission as efficient and effective as possible:

  • Prepare a draft road map for the formulation of the Marshall Plan;
  • Have preliminary consultations with national stakeholders to prioritize areas of interventions and to gather initial inputs and content.
  • Identify key stakeholders for consultations;
  • In consultation with the multidisciplinary team, prepare a timetable of meetings with key stakeholders prior to fielding the mission; the timetable should include meetings with Government’s Ministries, NGOs and CSOs, development partners and others;
  • Identify key Ministries and other stakeholders for consultations and facilitate their continuous engagement throughout the elaboration process of the Marshall Plan, in order to ensure ownership;
  • Identify and make available to the mission team all existing documentation/resources that are relevant to the project, for review prior to fielding the mission.

Overall support to the international  multidisciplinary team during their mission:

  • Serve as a liaison person between the multidisciplinary team, through the Team Leader, and local counterparts;
  • Support the organization of meetings, consultations and workshops;
  • Prepare technical material and act as resource person for meetings and consultation workshops.
  • Report on the outcomes of the consultation workshops;
  • Coordinate inputs from the multi-disciplinary team and provide the same to the Team Leader;
  • Assist in the identification of interventions for priority areas;
  • Work closely with the M&E specialist and assist in the identification and formulation of outcomes, outputs, targets and indicators for measuring the impact of interventions;
  • Support the elaboration and drafting of all documents related to the Marshall Plan formulation.

Post-mission support to the finalization  of the Marshall Plan and its implementation:

  • Post-mission communications/consultations with the Team Leader to follow-up on the formulation of the final Marshall Plan;
  • Assist in putting in place a national coordination mechanism for the implementation and monitoring of the Marshall Plan;
  • Support the identification and organization of advocacy and awareness events to engage relevant stakeholders in the implementation of the Marshall Plan;
  • Provide relevant technical assistance and guidance at various stages of the project, as required;
  • Perform other tasks related to the project as assigned by the Acting Head of the Socio-economic Development Unit, UNDP.

Provide a Monthly progress report to UNDP and MSIEE.

Institutional Arrangement:

  • The Consultant will be under the direct authority of the Acting Head, Socio-Economic Development Unit, UNDP Mauritius;
  • S/he will report to the designated officers of the MSIEE and to the Acting Head, Socio-Economic Development Unit, UNDP Mauritius. S/he will be based at the MSIEE, and will be working closely with and provide regular technical support to the Team Leader.

Duration of the Work:

  • 6 months assignment starting on 17th  of August 2015.

Duty Station:

  • The Consultant will be based at the MSIEE in Port Louis, Mauritius.

Competencies

Functional Competencies:

Required Skills and Experience

Education:

  • Post-graduate degree in Economics, Development Studies, Development Management or other Social Sciences.

Experience:

  • At least 10 years of development planning experience;
  • Experience with working on sustainable development, including on economic and social development;
  • Significant experience in supporting/coordinating strategies requiring a multi-disciplinary approach at national and international level;
  • Track records of experience in similar assignments;
  • Experience in complex and sensitive socio-cultural research areas;
  • Experience in Institutional Strengthening /Capacity Development strategies.

Language:

  • Good command of  English language, both written and spoken; fluency in French and Creole.

Scope of Price Proposal and Schedule of Payment:

Financial Proposal

A financial proposal has to be submitted by offerors which specifies:

  • The Daily fee must be “all-inclusive” (in Mauritian Currency). The term “All inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consummables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal.

Schedule of Payments

Payments of fees would be effected by UNDP as follows:

  • On a monthly basis based on the number of working days for the 6 months.

Recommended Presentation of Offer:

  • Duly accomplished Letter of Confirmation of interest and Availability using the template provided by UNDP;
  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, on how the candidate will approach and complete the assignment;
  • Financial Proposal that indicates the contract price, supported by a breakdown of costs, as per template provided. If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Consultant whose offer has been evaluated using the “Combined Scoring Method” and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specified below (Technical Criteria weight (0.7), Financial Criteria weight (0.3) .

Only candidates obtaining a minimum of 49 points out of 70 would be considered for the Financial Evaluation.

Criteria (Technical):

  • Post-graduate degree in Economics, Development studies, Management or alternative Social Sciences - 10%;
  • At least 10 years of relevant administrative or development management experience - 10%;
  • Familiarity with procedures which are relevant to projects on economic and social development - 10%;
  • Significant experience in supporting/coordinating strategies requiring a multi-disciplinary approach at national and international level - 20%;
  • Proven experience in similar assignments -10%;
  • Good command of English language, both written and spoken; fluency in French and Creole - 10%.

Criteria (Financial) - 30%

  • Interested offerors above the age of 62: UNDP regulations require, at their own cost, to undergo a full medical examination including x-rays.
