Background

Community Based Flood and Glacial Lake Outburst Risk Reduction Project is a joint initiative between The Government of Nepal (GON) and United Nations Development Programme (UNDP). The project is being implemented under National Execution/Implementation Modality (NEX/NIM) by Department of Hydrology and Meteorology (DHM) under Ministry of Science, Technology and Environment (MoSTE) as the lead Implementing Agency. The major source of funding to this project is from the Least Developed Countries Fund (LDCF) managed by Global Environment Facility (GEF). The project contributes to NAPA Profile 3 ‘Community-Based Disaster Management for Facilitating Climate Adaptation’ and Profile 4 ‘GLOF Monitoring and Disaster Risk Reduction’. The project duration is for four years from 2013 to 2017. This project aims to help the GON to overcome some of the key barriers to manage the growing risks of Glacial Lake Outburst Floods (GLOF) in the High Mountains and flooding in the Tarai and Churia Range of Southern Nepal through a strong emphasis on community engagement, empowerment and social inclusion.

Duties and Responsibilities

The DPO will work under the direct supervision of District Project Coordinator (DPC) and general guidance of Technical Advisor (TA). The DPO will be mainly responsible for overall implementation/supervision and monitoring of district level field activities undertaken by the project. The DPO will coordinate and facilitate for building institutional and technical capacities of the local stakeholders in the areas of flood risk management. The DPO will assist DPC for technical quality control and advisory services of Flood component of the project.

  1. Take lead in activities related to Flood Risk Reduction/Management through the implementation of structural and non- structural measures in the targeted district.
  2. Coordinate and facilitate for the implementation of women/children/elderly people friendly community based early warning system.
  3. Support DPC to provide quality inputs towards the activities designed under flood component and mobilize local stakeholders for their ownership and engagement of the interventions undertaken.
  4. Assist DPC to prepare technical and narrative progress reports related to flood risk management.
  5. Develop relevant guidelines/ strategies and plans for enhancing flood risk reduction initiatives.
  6. Be responsible for undertaking sediment monitoring, flood discharge measurements on a regular basis.
  7. Assist DPC in facilitating the mobilization of consultants, monitoring teams, trainings and other consultative/sharing meetings with government line agencies and other stakeholders. Liaise with district line agencies and partners to develop partnership and synergy for the implementation of structural and non -structural measures for greater impact and sustainability of the interventions.
  8. Prepare and submit monthly and quarterly progress report to DPC.
  9. Liaise and collaborate with development partners, line agencies, and local bodies to develop partnership for the implementation of flood risk management interventions (sediment control/embankments/bioengineering/CBEWS) that are working within the geographic coverage of the project.
  10. Promote gender equality and social inclusion across all program activities to ensure that project activities address the most vulnerable strata of the communities. Generate Gender and sex disaggregated information for monitoring and evaluation and other project activities.
  11. Provide additional support to DPC and PMU as required in realizing the over goal of the project.

Required Skills and Experience

Education:

  • Completion of Bachelor’s Degree in Civil Engineering.

Experience:

  • At least 5 years of working experience in rRver Management/Flood Risk Management/Disaster Management with successful implementation of flood risk reduction activities.
  • Experience of having worked in areas of flood risk reduction/disaster management and CBEWS is highly desirable.
  • Experience in planning, monitoring and evaluation of community based projects
  • Prior work experience with development organizations in the Terai will be a distinct advantage

Language:

  • Fluency in spoken and written Nepali and English languages.
