Background

 
Since 2008 UNDP has been supporting the Constitution Assembly in its task of participatory constitution-building, process. From 1 September 2015, UNDP has provided support to Legislative Parliament (LP) through Parliament Support Project.  This project will provide general support to LP in order to strengthen its role as a law making, oversight body and representative of the people. The overall objective of the project is to strengthen CA/LP as an institution in responding to the needs and concerns of all citizens including marginalized groups.

Duties and Responsibilities

Under the direct supervision of the National Project Manager, the Outreach Team Leader will performs following duties.

A. Support the National Project Manager in preparation of work plan and reports related to outreach component:

  • Prepare and update project annual/quarterly work plans related to outreach in consultation with implementing partners and UNDP.
  • Prepare quarterly, annual progress reports.
  • Coordinated and communicated with Parliament Members, Government and Non-Government Organizations.
  • Prepare briefing notes, presentations, and concept papers.
  • Analyse the reports and recommends for better planning of the activities.
  • Develop linkage between Parliamentarian and public including women, youth, and marginalized groups.
  • Support in developing policies and strategies, and options of the implementation.

B. Support the National Project Manager in the implementation of outreach activities.

  • Organize and facilitate capacity building programme for NGOs/CSOs-personnel and assist them in building their networks.
  • Ensure the timely and efficient delivery of project outputs and products leading to the achievement of expected results.
  • Be responsible for the implementation of the project work plan according to indicators for achieving planned results, as well as for the overall management of the project in accordance with prevailing rules, regulations and procedures for DIM project.
  • Initiate and administer project inputs under the responsibility of the implementing partner.
  • Coordinate and liaise with UNDP and relevant stakeholders with respect to the implementation of the project activities
  • Liaise with the national counterparts, donors and UNDP office to ensure that programme results are achieved and project resources are managed efficiently and effectively.
  • Support to implement communication and media related activities.
  • Support parliament in developing policies for inclusive outreach parliament programme.
  • Support Parliament in its outreach to citizens, including to women and marginalized groups
  • In close cooperation with parliament and partners, develop strategies for an open parliament, help build citizens’ awareness of parliament and develop approaches for encouraging citizens’ participation.
  • In close cooperation with Parliament, support the establishment of an e-platform and other innovative means of communication with the public.
  • Develop the mechanisms and practices that foster greater communication and accountability between parliament and public.
  • Train CSOs and public on various aspects of parliamentary democracy that makes them effective in making their voices heard.
  • Organize events and activities that bring citizens closer to the Parliament and increases citizen awareness of public policy.
  • Promote open parliament to bridge the gap between the parliament and public.

C. Support the facilitation of knowledge building and knowledge sharing related to outreach component

  • Support the National Project Manager in coordinating the documentation of best practices and lessons learned on an ongoing basis.
  • Ensure the creation of a knowledge management system including collection of lessons learned and best practices.
  • Ensure that all activities carried out under the project are compliant with international human rights standards, are human rights friendly, non-discriminatory and promote social inclusion and gender equality.
  • Ensure high quality information and visibility of the project activities to the mass media and stakeholders;

D. Perform other duties as assigned by the supervisor for achieving the objectives of the Parliament Support Project.

Impact of Results

The effective management of the PSP and achievement of the objectives in compliance with UNDP rules and procedures will impact efficient delivery of programme results and outputs. Specific results include:

  • Periodic plan and report prepared in each year.
  • Outreach programme implemented to bridge the gap between public and parliament.
  • Knowledge management facilitated and documented.

Required Skills and Experience


Education:

  • Completion of Master’s degree in Public Communication, Sociology, Political Science, Law, or any relevant field.

Expereince:

  • At least 7 years of hands-on experience in outreach programme with civil society and preferably with Parliament.
  • Knowledge of Project cycle and Results Based Management tools.

Language: 

  • Excellent English language skills are essential
