Background

Since 2008 UNDP has been supporting the Constitution Assembly in its task of participatory constitution-building, process. From 1 September 2015, UNDP has provided support to Legislative Parliament (LP) through Parliament Support Project.  This project will provide general support to LP in order to strengthen its role as a law making, oversight body and representative of the people. The overall objective of the project is to strengthen CA/LP as an institution in responding to the needs and concerns of all citizens including marginalized groups.

Duties and Responsibilities

Under the direct supervision of the National Project Manager, the Parliament Affairs Team Leader will perform the following duties.

A. Support the National Project Manager in preparation of work plan and reports related to Parliament Affair Component

  • Prepare and update project annual/quarterly work plans related to Parliament Affairs in consultation with implementing partners and UNDP.
  • Prepare quarterly, annual progress reports.
  • Coordinated and communicated with Parliament Members, and Parliament Secretariat.
  • Prepare briefing notes, presentations, and concept papers.
  • Analyse the reports and recommend for better planning of the activities.
  • Support in developing policies, strategies, and options
  • Conduct need assessment of partner (including national and provincial parliament) of the project and identify areas of interventions

B. Support National Project Manager in the implementation of Parliament Affairs components’ activities.

  • Provide policy advice to the project as a senior members of staff;
  • Work as an expert and provide expert advice to the Legislature Parliament, the Parliament Secretariat, and parliamentary committees;
  • Work closely with Parliament and Parliament Secretariat for increasing effectiveness of parliament and assist amongst others for the setting up of the second chamber of parliament
  • Work closely with Parliament and the Parliament Secretariat for developing and conducting capacity building trainings to the parliament, staff of the parliament and parliamentary committees, for developing and implementing methodologies for the review of legislations as well as for oversight by parliament;
  • Work closely with Parliament, parliament secretariat at national and provincial level for exchange and cooperation, including exchange with international counterparts.
  • Supervise staff team members of the Parliament Affairs component ;
  • Provide necessary advice to other teams;
  • Monitoring of programme and produce report for the programme.
  • Develop and maintain effective relations including with all programme partners and counterparts.
  • Conduct advocacy with Parliament Members and staff on the key priorities of the public issues.
  • Produce materials for advocacy through country visits and desk based research for participatory and user friendly parliament procedures.
  • Build network with national and international organizations in relation to parliament affairs.

C. Support the facilitation of knowledge building and knowledge sharing related to Parliament Affair component.

  • Support the National Project Manager in coordinating the documentation of best practices and lessons learned on an ongoing basis.
  • Ensure the creation of a knowledge management system including collection of lessons learned and best practices.
  • Ensure that all activities carried out under the project are compliant with international human rights standards, are human rights friendly, non-discriminatory and promote social inclusion and gender equality.
  • Develop knowledge products.
  • Support the facilitation of knowledge building and knowledge sharing.

D. Perform other duties as assigned by the supervisor for achieving the objectives of the Parliament Support Project.

Impact of results
The effective management of the PSP and achievement of the objectives in compliance with UNDP rules and procedures will impact efficient delivery of programme results and outputs.

Specific results include:

  • Periodic plan and report prepared in each year.
  • Parliament affairs programme implemented to enhance the capacity of LP and LP secretariat staff for participatory and user friendly parliament procedures.
  • Knowledge management facilitated and documented.

Required Skills and Experience


Education:

  • Completion of Master’s Degree in Law, Peace building, Political Science or any relevant field.

Expereince:

  • At least 7 years of experience in supporting policy advice in constitution building and parliament affair with parliamentarians and parliament.
  • Sound understanding of parliamentary procedures.
  • Knowledge of Project cycle and Results Based Management tools.

Language: 

  • Excellent English language skills are essential
