Background

PURPOSE OF THE POST:

The Health Specialist is responsible for the development, implementation, monitoring and administration of the Health component of the UNICEF Ukraine country programme.

Duties and Responsibilities

  • Design a Health programme strategy and manage implementation ofactivities for innovative approaches to improved maternal, newborn and child health in line with the goals of the country programme;
  • Work closely with other UNICEF staff to ensure development of effective strategies and integration of the Health programme with other sectors of UNICEF’s programme. Establish strong partnerships with Government, non-government organizations and other partners; improved  health outcomes will be joint achievements;
  • Monitor status to ensure achievement of results in line with objectives, implement corrective action when needed;
  • Contribute to improving project management for better programme delivery, emphasizing sustainability of intervention and community participation;
  • Achieve objectives on time, in close coordination with implementing partners;
  • Make in-country visits to monitor implementation, organize regular programme reviews with government counterparts and other partners. Use knowledge and experience to give technical guidance to government officials and implementing partners;  
  • Coordinate implementation activities with Operations and Supply staff; ensure that all partners are accountable. Manage financial aspects of programme implementation, including training of implementing partners in UNICEF policies and procedures.

Competencies

QUALIFICATIONS AND COMPETENCIES REQUIRED:

a) General Technical Knowledge Required

Theories and practices in:

  • Child and Maternal Nutrition and Health;
  • Nutrition and Health Promotion and Disease Prevention;
  • Public Health and Nutrition;
  • Educational Interventions in Health and Nutrition Care;
  • Environmental Health and Nutrition;
  • Knowledge Management;
  • Computer software application, including word processing, spreadsheet and corporate software packages;
  • Gender equality and diversity awareness.

General knowledge of:

  • Methodology of programme/project management;
  • Programmatic goals, visions, positions, policies and strategies in Health & Nutrition;
  • Knowledge of global health and nutrition issues, specifically relating to children and women, and the current trends, methods and approaches;
  • Policies and strategy to address national and global health and nutrition issues, particularly relating to conflicts, natural disasters, and recovery;
  • Emergency programme policies, goals, strategies and approaches.

b) Technical Knowledge to be Acquired/Enhanced

  • Knowledge of the latest developments and technology in related fields;
  • Knowledge of local conditions and country legislation relevant to UNICEF programmes;
  • UN policies and strategy to address international humanitarian issues and the responses;
  • UN common approaches to programmatic issues and UNICEF positions;
  • UN security operations and guidelines;
  • UNICEF strategic framework for partnerships and collaborative relationships.

Required Skills and Experience

EDUCATION

Advanced university degree in Public Health, Child Development, Water & Sanitation, Public Administration, Social Policy, Social Development, Community Development, or other relevant disciplines. 

 

WORK EXPERIENCE

Five years of professional work experience at the community and national level in planning, programming, monitoring and evaluation of technical cooperation programmes related to Health; international experience an advantage. Professional work experience in a managerial position, or a technical expert position in child survival & development, health and nutrition care.

 

LANGUAGES

Fluency in English and local working language of the duty station.
