Background
- The project document formulation will be carried out by a team of three project development specialists on parliamentary support, composing of a lead consultant and two consultants:
The lead consultant will lead the design team. He/she will provide expertise and has proven international experience in project design. He/she will be responsible for the writing of the project documents. - Two consultants will provide expertise and knowledge on the Indonesian context of parliamentary issues and policies, and support the lead consultant in the consultation process with stakeholders at national and regional levels. One consultant will primarily be responsible for providing input on the DPR and the other consultant for the DPD.

The consultants will be responsible for providing input on the DPR or for the DPD.
Duties and Responsibilities
The Consultants will provide expertise and knowledge on the Indonesian context of parliamentary issues and policies and support the Lead Consultant with the following tasks:
- Assess and understand the details of the issues to be addressed by the projects.
- Conduct detailed baseline assessment.
- Provide highly technical input for the design of the projects based on international best practices for parliamentary support.
- Communicate with relevant stakeholders and facilitate consultations on the proposed design of the projects.
- Ensure that feedback and concerns are addressed in the discussions as well as in the project design.
- Obtain principal agreement on the design of the project from key stakeholders, particularly BAPPENAS, DPR and DPD and UNDP.
- The assessment will consist of a series of focus group discussions (FGD), workshops, and technical meetings with relevant stakeholders at national and regional level.
2. Explore and address possible support in the following UNDP strategic areas:
- Parliamentary outreach, a vital aspect of UNDP’s parliamentary development work that aims to ensure public participation in parliamentary processes.
- Policy support with a focus on MDG advocacy. Parliaments and parliamentarians have a critical role to play in spurring and sustaining national action toward the Millennium Development Goals (MDGs) and can be powerful agents of change, particularly during and after times of crisis.
- Inter-parliamentary networking drives UNDP’s work in parliamentary development. UNDP aims to ensure that its parliamentary advice is comparative and tailored to the development and cultural context of the partner country.
- Constitutional reform and support for institutional frameworks to ensure that parliaments have sufficient power and independence to contribute to democratic development.
- Administrative and institutional reform, which includes such areas as reform of the parliamentary professional service and the internal rules of parliamentary procedure, staff training, and activities to strengthen parliamentary library and research services.
- Capacity building for members and staff on substantive and procedural issues as well as skills such as public speaking, dealing with the media, debating, and codes of conduct.
- Political party reform aimed at ensuring that parties make constructive contributions to the deliberations of parliament.
- Women’s participation in politics includes targeted support to enhance the effectiveness of women members of parliament and improve their ability to caucus and learn from one another.
- Gender mainstreaming in UNDP’s legislative, oversight, and outreach activities, as it is vital that deliberations of parliament address the distinct needs of both women and men as well as the differing impacts of policies and the budget on various segments of society.
- E-governance and ICT strategies are used to network parliamentarians and to enhance parliamentary-constituency interaction and outreach. Increasingly, ICT strategies aim to enhance parliamentary access to independent sources of information.
3. Develop the project activities and formulate of the project documents:
- Ensure the project document format complies with UNDP requirements.
- Articulate the agreed design of the project in the project documents.
- Define the most appropriate project strategies, outcomes, outputs, baseline, indicators and planned activities in the logical framework, and ensure that they are based on best practices, realistic, achievable and sustainable.
- Provide details of the project design in the project documents, including timeframe, budget and project implementation arrangements in line with the requirements of UNDP and national implementation.
- Ensure that project implementation arrangements are workable, transparent, based on partnership.
- Elaborate the Monitoring & Evaluation components of the project documents.
- Define risks that may affect the successful implementation of the projects.
- Work with the UNDP Governance Unit (Program Management Support Cluster and the Deepening Democracy Cluster) to ensure that UNDP project document development guidelines are fully adhered and the final documents include all necessary annexes as outlined in the UNDP Programme and Operations Policies and Procedures (POPP).
4. Presentation and finalization of the draft project documents.
- Present the draft project documents to the key stakeholders, particularly BAPPENAS, DPR and DPD, and UNDP.
- Incorporate/address comments provided on the drafts.
- Prepare the final version of the project documents.
Expected Results and Deliverables
The assignments of the Consultants, together with the Lead Consultant, are expected to produce the following outputs:
1. Strong buy-in on the project documents among the key stakeholders (DPR, DPD, Bappenas and UNDP) as expressed in public statements of support to the planned project;
2. Final project documents acceptable to UNDP.
Delivery Schedule
Output 1: Workplan with realistic timeline within 2 days of signing contract
Output 2: Draft project documents by 31st of October 2008 (incl. proof of input provided to lead consultant)
Output 3: Final project documents (with all comments incorporated) by 28th of November 2008 (incl. proof of input provided to lead consultant)
Payment will be paid in three payment terms, 20% upon workplan accepted by UNDP, 40% upon submission / UNDP acceptance of draft project documents and 40% upon submission / UNDP acceptance of final project documents.

Required Skills and Experience
Education:
- Master degree or higher in public administration, public policy, political science, social sciences, management or related field.
Experience:
- At least three (3), preferably more years of working experience in the area of democratic governance and in particular parliamentary support.
- Very strong, state-of-the-art knowledge and technical skills in areas of democratic governance areas and in particular parliamentary reform.
- Proven experience in project document development.
- Demonstrated experience in working with government, especially with legislatures.
- Proven analytical skills and ability to conceptualize strategic intervention into project design.
- Good track record of publication on governance and development in general.
- Solid understanding of UNDP programming and project development principles will be an advantage.
- Highly developed drafting and communication skills in English, including public speaking in formal settings.
- Strong cultural sensitivity to work in multi-cultural, multi-ethnic environment.
- Able to produce quality outputs under time pressure.
Language Requirements:
- Excellent command of English and Bahasa Indonesia, both spoken and written.
Other Selection Criteria:
The Project Development Specialist (Consultant) is a highly professional and practical person who is able to work at all levels of Indonesian government, engage with a range of civil society actors, as well as interact with donors.
The successful Project Development Specialist (Consultant) has excellent communication and facilitation skills and is a good team player with strong interpersonal skills. He/she must have good organizational and planning skills.
