Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

 Organizational Context
 
Under the guidance of the Deputy Country Director, the Assistant Country Director (ACD)/Head of PMEU acts as a manager of the PMEU and advisor to Senior Management on all aspects of CO programme management. The main role is to provide support to all Units and senior management in ensuring effective programme performance through sound application of programme management processes and procedures including planning, monitoring and evaluation, risk management, and maintaining up-to-date information about programme activities and results for corporate reporting and dialogue with partners. The ACD/Head of PMEU organizes the provision by PMEU team of the normative support and facilitation in strategic planning and monitoring of the programme ensuring consistency with UNDAF/CPD/CPAP priorities, coordinates staff capacity development in programme management including M&E and helps senior management to mobilize cross-unit efforts in such functional areas as capacity development, aid/development effectiveness, South-South cooperation, engagement with private sector, information management for resource mobilization and CO reporting, development and implementation of learning strategy as well as in other areas as might be requested by senior management, The ACD/Head of PMEU also organizes continuous support to monitoring of CO performance in key areas of Balanced Scorecard including programme delivery, resource mobilization, knowledge-networking and others, and supports Management Team Meetings with up-to-date information and analysis and in ensuring follow-up. The ACD/Head of PMEU plays key role in the task forces working on the issues of programme management and implementation.

The ACD/Head of PMEU works in close collaboration with Programme and Operations teams, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to support CO in effective implementation of the UNDP programme.
 

Duties and Responsibilities

Functions / Key Results Expected
Summary of Key Functions:

  • Providing support and facilitation to the strategic planning and monitoring of UNDP programme 
  • Providing support and coordination to the effective implementation of the UNDP programme and strengthening requisite systems and skills 
  • Strategic partnerships and support to resource mobilization
  • Provision of top quality policy advice services to the Government and facilitation of knowledge building and management 
     
    1.     As a member of the CO management team, makes contributions and provides support/facilitation to the strategic planning and monitoring of UNDP programme, focusing on achievement of the following results:
  • Coordination of participatory inputs to CP and CPAP preparation and review processes, and quality assurance
  • Thorough analysis of the political, social and economic situation in the country and providing key inputs into preparation/revision of CCA, UNDAF, CPD, CPAP and other documents.
  • Jointly with other units, identification of strategic and innovative programme areas of cooperation.
  • Coordination and support in applying appropriate implementation modalities in operationalising UNDAF/CPD/CPAP in collaboration with the main partners and other UN Agencies.
  • Lead role in internalizing UNDP programme policies and procedures and their implementation in the CO.
  • Staff capacity development on optimizing workflow processes and application of Standard Operating Procedures in results-oriented programme management.
     
    2. Ensures effective support to the implementation of the CO programme and strengthening requisite systems and staff skills, focusing on achieving the following results:
  • Effective application of RBM tools; establishment, jointly with management team, of management targets (BSC) and monitoring of the achievement of results and targets.
  • Strategic oversight of planning, budgeting, implementation and monitoring of the programme; close monitoring of financial resources in accordance with UNDP rules and regulations.
  • Close monitoring and systematic measuring of the CO programme results and their evaluation through Quarterly CPAP review meeting, CP mid-term review and ensuring sound monitoring and evaluation at the project and outcome level. Constant monitoring and analysis of the programme environment and providing analytical inputs and suggestions to the CO management team about the programme strategic course, challenges and opportunities,
  • Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.
  • Ensuring systematic inputs from PMEU into appraisal process as well as staff capacity support on all aspects of project/programme initiation, development, implementation and monitoring.
     
    3.     Provides coordination and strategic organizational support in strengthening CO-wide  efforts and activities in such cross-cutting areas as capacity development, aid/development effectiveness, South-South cooperation, engagement with private sector, information management for resource mobilization and CO reporting, development and implementation of learning strategy as well as in other areas as might be requested by senior management,
  • Playing key role in facilitation and backstopping of cross-unit Task Force, consultations and joint events in the mentioned cross-cutting areas of focus.
  • Maintaining up-to-date information and continuous analysis of donor and resource environment, aid implementation modalities and trends, innovative partnerships including South-South and engagement with private sector and other partners. Providing timely and high-quality analytical briefs for senior management in support of the donor dialogue and corporate reporting.
  • Development and support to the implementation of the CO learning strategy in close collaboration with programme and operations team and with UN RC office. 

Impact of Results

The key results have an impact on the overall success of the country programme and reaching UNDAF/CPD/CPAP goals. In particular, the key results have an impact on the programme management including all key performance dimensions from coherent results framework to effective implementation and monitoring of the programme supported by participatory processes and strengthened systems and skills.

Required Skills and Experience

VI. Recruitment Qualifications
 
Education:

  •  Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  •  Minimum 8 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments. Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  •  Excellent communication skills in written and oral English language. Fluency in Bahasa Indonesia.
