Background

I.  Background 

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
 
Community Empowerment Programs Delta (PMD) Mahakam was launched 11 April 2007. Aim to promote local economic development and local livelihoods by addressing the issues of declined mangrove coverage ; conflicts of land use, land tenure and land rights; pollution and contamination in the delta; declined ecological productivity; as well as the lack of well-coordinated and comprehensive policies on shrimp pond development and mangrove conservation. The expected outcomes of the project is the implementation of a sustainable mode of utilization of the natural resources of the Delta, ensuring at the same time that the key ecological functions of the Delta are preserved and that the economic benefits of shrimp and other mangrove resources are maintained on a long-term basis.

Community Empowerments Programs Delta (PMD) Mahakam as cooperation result between central level government (Ministry of Home Affairs, BAPPENAS and BPN), Provincial Government of East Kalimantan, Kutai Kartanegara District, United Nation and Development Program (UNDP) and also Total E & P Indonesie and INPEX Corporation.
 

Duties and Responsibilities

II. Organizational Context 

Under the overall guidance and direct supervision of the Project Board of the “Promoting Local Economic Development and Community Livelihoods Through Sustainable and Integrated Environmental Management of the Mahakam Delta” Project, the Project Executive assumes the primary function of assistant to the Project Board to oversee the overall project implementation.

The Project Executive will be responsible in being the overseer for project management, finance and delivery of timely outputs and also consolidate and manage technical and policy guidance from the project’s Advisory Team, and assist the function of NPD and DNPD I as Executive and Vice Executive of the Project Board.

III. Functions / Key Results Expected

Summary of Key Functions:

  • Overseeing the overall expected outputs and the general outcomes of the Project implementation as assistant to the Project Board (60%)
  • Providing consolidate technical and policy guidance to the NPD and DNPD I as the Executive and Vice Executive of the Project Board (40%)

I.     Project Board Assistance

1.     Planning

  • Organize joint planning meetings involving Implementing Agency, UNDP and other relevant parties to develop Project Inception Document as the overall guidelines of the Project implementation during its 5 year life-time.
  • Develop the first annual workplan and a corresponding budget plan with clearly stated milestones contributing to the achievement of target outputs defined in the Project Document (PRODOC) and get it approved by the Project Board.
  • Carry out the recruitment process for the Project Management Unit staff, including preparation of detailed TORs, and accompanying the recruitment process according to an agreed approach by the Implementing Partner and UNDP.
  • Advice Project Board on any issues regarding deviation from the Project Inception Document for revisions based on the strategic appreciation of project implementation with given conditions.  Hence, consequently supervise adjustment of the annual Workplan and Budget by the PMU.
  • Updating Project Risk Logs according to the technical and policy dynamics and changes (including those detected by PMU) while providing advice to the PMU in relation to actions to be taken in responding to the updated risk logs.

2.     Implementation

  • iPrepare Terms of Reference (ToR) for required inputs (individual and institutional consultancy services, procurement of goods, organization of training, seminars, etc.), with expert technical support as required by the Project Board.
  • Supervise the PMU staff and consultants and evaluate their performance in delivering individual outputs as described in their ToR.
  • Advice and monitor the mobilization of competent national and international experts that are carried out by the Project Manager (PM).
  • Review project resource requirements and provide advice to the Project Board, NPD and NPD I upon PM request on the need for budget adjustments and revision.

3.     Monitoring and Evaluation

  • Monitor project progress against PID and annual workplan and budget plans, and prepare subsequent report for the Project Board.
  • Monitor and evaluate activities implemented by Project Managers and team.
  • Liaise with the Implementing Agency and UNDP on monitoring and back up of the conduct of project evaluation by PMU

4.     Reporting and Audit

  • Prepare annual project progress reports based on Quarterly and Biannual Project Reports by the PM against set targets and indicators, with an analysis of evidence of progress towards planned outputs according to schedules, budgets, and inputs provided by the project.
  • Prepare final project report, with an analysis of progress towards expected results as defined in the PRODOC and subsequent work plans and budgets. Together with UNDP, organize final project review meeting.
  • Establish and maintain a systematic filing system of key documents for the Project Board (in hard copy and soft copy)
  • .Assist UNDP Program Manager/Officer in closing projects by PMU operationally and financially in accordance of rules and regulations of UNDP and in close coordination with implementing agencies.
  • Liaise with UNDP on the conduct of project audit and ensure access by auditors to project documentation, personnel and institutions involved in the project.  Ensure that audit recommendations are complied with.

II.     International and National Technical Assistance

1.     Knowledge Management

  • Ensure that relevant project outputs, best practices and lessons learned are disseminated, complying with the quality requirements of the implementing agency, UNDP and other donors by PMU.
  • Identify relevant databases and facilitate access by project partners to relevant, state of the art information.

2.     Represent the Project Board and the national implementing agency as required in networks and events that are relevant to project(s) under his/her responsibility.

3.     Networking and Coordination

  • Identify and establish relations with national and international networks that could provide technical and advisory support to efficient and effective project implementation.
  • Assist the NPD and the national implementing agency in organizing coordination meetings with project partners, donors, UNDP, etc. as required. 

IV. Impact of Results

Project implementation in line with the PID, objectives of the project and National Implementing Partner & UNDP rules, regulation and procedures is critical to ensure achievement of GOI & UNDP Country Programme outcomes. A client-oriented and efficient approach has impact on the image of GOI & UNDP CO.

Required Skills and Experience

VI. Recruitment Qualifications

Education:

  • Minimum master’s Degree or equivalent in Environmental Project Management, Business Administration, Social Sciences or related field. A PhD and International working experience will be of an advantage.

Experience:

  1. Minimum 10 years of relevant experience at the national or international level in development areas, minimum 4 years of which dealt with project management.
  2. Proven experience in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
  3. Demonstrated knowledge and experience in the thematic area of the concerned project is essential.
  4. Familiarity of UNDP system, rules and procedures is an advantage.
  5. Experience in the usage of computers and office software packages and in handling of web-based management system.
