Background
DoDMA, with support from UNDP, are in the process of developing a road-map for Disaster Risk Reduction (DRR), the formation of which will assist in the elaboration of the Disaster Risk Management component of the MGDS with a focus on policy and legislative development. The development of a framework for DRR is the first step in this process, and through a process of stakeholder consultation, aims to facilitate the development of consensus among principal stakeholders who have an interest in DRR related issues in . The development of the framework will support the application of DRR principles principally through the application of Hyogo Framework for Action (HFA), and the development of a shared vision, guiding principles and objectives for DRR based on a consideration of policy linkages and the institutional context.
Duties and Responsibilities
- Literature and document review: DRR related policy, institutional and programming in ;
- Development of a work shop schedule in collaboration with DoDMA, UNDP and ISDR. The workshop will be held over three and a half days. The first day will be for GoM stakeholders only and focus on sensitisation to DRR and the HFA; subsequent days will focus on the development of the framework for DRR with a wide range interested development partners and other stakeholders;
- Development of a work shop report and recommended next steps

Competencies
- Demonstrated understanding of disaster risk reduction policy and programming principles.
- Demonstrated history of high level facilitation.
- Demonstrated history of policy development and strategic development.
Required Skills and Experience
- Masters Degree in development or related field.
- Five to ten years experience in policy and strategy development and DRR.
- Experience in policy dialogue and facilitation and the development of disaster risk management programmes.
