II. Organizational Context

Under the supervision of the National Programme Officer on Advocacy, the National Programme Associate assists in the day-to-day management of UNFPA’s Advocacy programme component. In principle, he/she is responsible for the complete operational backstopping of the programme component, including preparing materials for NPO on Advocacy programme implementation, AWP development and monitoring, financial management, contracts administration, and personnel administration of sub-contractors or consultants.

Specifically, the National Programme Associate will also support, and assist in terms of preparing necessary materials and support for the National Programme Officer on Advocacy in the efficient and proper management of Advocacy programme activities, in respect to programme planning, needs assessment, implementation, monitoring and reporting in general.

 

 

Duties and Responsibilities

In particular s/he provides the following services:

  • Be responsible for Expenditure control: Preparation, verification and processing of all payments made under the project (for project resources to be expended in line with UNFPA policies, procedures as well as donor requirements), including the payments made from project offices as well as supervision of the correct use of petty cash. This includes regular updates of the budget balance for internal purposes, for the donors and the implementation partner.
  • Monitors budgets of the UNFPA’s projects and advices supervisor of any critical variations in the budget.
  • Prepares the audits of the project’s expenses: preparation of internal and external audits, preparation of relevant materials, communicates and liaises with the audit teams in cooperation with the Programme Officer, and follows up on audit results.
  • Manage the fund advances provided as part of the national execution of the project, ensuring relevant reporting deadlines are being met (both programmatic as well as financial).
  • Supports the Programme Officer in reporting and monitoring to the donors.
  • Assists in planning, processing and administrating consultant contracts, in cooperation with the Programme Officer.
  • Pro-actively updates his/her knowledge on changes in UNFPA rules and procedures in the areas of financial management, procurement and recruitment.
  • Serves as liaison person, and maintains clear lines of communication within the unit, as well as with other units including the finance section of the country office.
  • Notifies the Programme Officer of any issues faced at the project level.
  • Perform any other task assigned by the direct supervisor

Required Skills and Experience

V. Recruitment Qualifications:

Academic Requirements:

  • Bachelor’s degree in health, population, demography and/or other related social science field is preferable. 

Experience:

  • 5 to 7 years of relevant experience in the public or private sector. 

Languages:

  • Fluency in oral and written English.


Computer skills:

  • Proficiency in current office software applications.
